Duties And Responsibilities

Day-to-day implementation of safety strategy, policies, procedures, and programs to ensure workplace safety and health. Develop and assist in leading safety communications that follows regulatory practices/rules, recognizes and reports hazards, initiates and promotes a World Class safety culture. This role is critical for keeping all statistics / reporting related to country specific in accordance with the corporate guidance while ensuring actions are implemented on timely manner in order to close incidents.

This position primarily accountable for HSSE Operational and project support, and data management for Qatar Operational areas (Offshore & Onshore) while additional duties maybe assigned by the HSSE Manager but not limited to the development, deployment and maintenance of a comprehensive HSSE management system designed to minimize injuries throughout the project, reduce exposure to workplace hazards, comply with Company, Customer, regulatory, industry standards such as ISO & API requirements. The major duties are centered on building a positive safety culture using the Customer and Company HSSE Management System framework.

Functions

  • Deployment and maintenance of a comprehensive HSSE management system (Leadership)
  • Shop floor engagement with supervisors and technicians, attending Toolbox Talks
  • Facilitating Risk Assessments, Hazard Identification and JSEA's
  • Assist in advising employees on the requirements for the effective use of HSSE plans, procedures and guidelines
  • Maintain the injury and incident, observation records, reports, investigations, and statistical data, i.e., entering data into Intelex, submitting monthly reports, trending, and reporting statistical data
  • Investigate accidents-incidents, injuries, or occupational Illnesses to determine causes and preventative measures.
  • Inspect and audit facilities, machinery, and safety equipment to identify and correct potential hazards, and to ensure safety regulation and manage system compliance.
  • Conduct or coordinate worker training in areas such as HSSE laws and regulations, hazardous condition monitoring, and use of safety equipment.
  • Ensure employees are fully compliance to Life Saving Rules and Fatality Prevention Behaviors.
  • Maintain local legal register, interface with local regulatory agencies as needed.
  • Advise and support operations on any other HSSE-related queries.
  • In line with corporate project specific goals, carries out site HSSE visits and performs audits / inspections in order to determine compliance and identify opportunity for improvements.
  • Accomplish and lead the implementation of the Corporate, Regional, and local HSSE Management System requirements.
  • Review HSSE requirements of Customer and ensure HSSE Documentation is in compliance.
  • Assist and development of Project Specific HSSE documentation
  • Environmental requirements in relation to both internal-external are fulfilled.
  • Work towards identification of risks, application of adequate controls so far as reasonably practicable.

Participate, or assist with the roll out the following,

  • Site HSSE meetings.
  • Toolbox talks to address, and reinforce HSSE related issues.
  • Perform HSE related Assessments, and work site audits - Inspections.
  • Track, Monitor, and provide all updates regarding HSSE corrective actions, inclusive of actions plans.
  • Support Line management in regards to HSSE Training, Incident reporting, investigational and corrective action processes.
  • Create customised reports and scorecards to track progress against client-defined KPIs
  • Develop and implement performance measurement frameworks based on client-specific metrics and success criteria.
  • Track and Maintain Legal Compliances within Business unit. (Maintain dedicated Compliance register and supporting documents suit within Company records.).

Operational support of MENA should comprise of,

  • Ensure project specific HSSE requirements are fulfilled
  • HSSE Monthly, Quarterly and Annual coordination of reports related to the projects.
  • Assist with HSSE Targets and Goals.
  • Assist with Emergency response related training, exercises, and drills.
  • Assist with any emergency response related executions. (Medivac of Personnel, Civil unrest, etc).
  • Assist with Updating, and maintenance of HSSE Action Tracking register.

RISK MANAGEMENT & FATALITY PREVENTION

  • Facilitating Risk Assessments, Hazard Identification and JSEA's and ensuring regular review of project specific documentation in order to verify compliance.

LIFE SAVING RULES AND FATALITY PREVENTION BEHAVORS

  • Actively engage in LSR related activities and carry our LSR SV audits
  • Continually monitor and audit LSRs to ensure compliance.
  • Identify OFIs (opportunity for improvements) related to LSR to mitigate associated risks,

INCIDENT MANAGEMENT

  • Review incidents and provide insight on key trends and implement engineering Improvements where possible.
  • Ensure incidents are timely reported, investigated and track corrective action to drive improvement and closed on timely manner.

EMPLOYEE ENGAGEMENT

  • Actively promote and participate in employee safety meetings, pre-shift meetings and toolbox talks.
  • Utilize the Safety Campaign platform to ensure necessary communications are being received.
  • Establish and enhance communication programs that support the Oceaneering HSSE philosophies.

TRAINING & COMPETENCY

  • Fully utilize the Learning Management System (SumTotal) for new hire and refresher training and ensure training records are up to date.
  • Ensure all personnel are fully compliant with Training matrix.

ENVIRONMENTAL MANAGEMENT

  • Provide technical support to Line Management; assist in developing and implementing the environmental aspect and impact registers; and monitor the implementation of the control measures related to the project(s).
  • Assisting HSE Team / Operations in the company's GHG reduction initiatives at sites / locations and ensure make all possible efforts to comply with GHG compliances so far as reasonably practicable.

Qualifications

REQUIRED

  • High School Diploma / graduate in any discipline NEBOSH certificate or any equivalent certification.
  • ISO 14001 & ISO 45001 Auditor qualification or equivalent.
  • Basic Offshore Survival Induction & Emergency Training (BOSIET)
  • Root cause analysis training
  • Risk Management Training
  • Good working experience of providing HSE support to Vessel operations especially related to, energy isolation, suspended loads, pressure testing, confined space entry, working at height and radiography.
  • Working knowledge of the MENA laws and decrees.
