Role Purpose

The HSE Data, Systems & Reporting Lead is responsible for the governance, integrity, assurance and strategic use of HSE data, digital platforms, analytics and reporting across NEOM Projects.

The role is the principal custodian of HSE information management, ensuring that data used for executive decision-making, Public Investment Fund (PIF) submissions and organisational performance reporting is accurate, traceable, timely and defensible.

The position combines professional HSSEW expertise with advanced data analytics, predictive insight, Power BI development, application development and safety management system capability. It translates complex project information into actionable intelligence, strengthens governance and enables proactive risk management.

• HSE Systems Management & Governance
• Act as the primary focal point and subject matter expert for HSE management systems, including Enablon, Intelex and associated digital platforms.
• Own system integrity, data governance, access control, issue resolution and user effectiveness across Projects HSSEW.
• Lead system configuration, enhancement and continuous improvement to ensure platforms remain aligned with business and assurance requirements.
• Provide technical direction on future HSE digital solutions, system interfaces and reporting architecture.
• Ensure system processes support consistent, controlled and auditable HSSEW information management.
• Data Assurance & Information Governance
• Establish and maintain robust processes for data collection, verification, validation, reconciliation and quality assurance.
• Ensure safety, environmental, welfare and operational data is accurate, complete, traceable, auditable and defensible.
• Identify anomalies, inconsistencies and emerging trends before information is formally reported.
• Challenge unsupported or inconsistent project submissions and drive timely resolution of data-quality issues.
• Act as the final assurance gate for critical HSE performance data used in executive and external reporting.
• Executive Reporting & PIF Assurance
• Lead the preparation, verification and submission of PIF HSE performance reporting.
• Manage weekly, monthly, quarterly and executive reporting requirements across Projects HSSEW.
• Develop clear dashboards, performance reports and management narratives for senior leadership and external stakeholders.
• Ensure reported information is accurate, timely, traceable and aligned with approved definitions and methodologies.
• Address reporting queries, data challenges and requests for substantiation from leadership and stakeholders.
• Advanced Analytics & Business Intelligence
• Develop and maintain enterprise-level Power BI dashboards and analytical solutions from concept through deployment.
• Apply predictive analytics and trend analysis to identify emerging risk and support proactive intervention.
• Transform complex and fragmented project data into clear, actionable intelligence for leadership.
• Provide forecasting, benchmarking and performance analysis to strengthen evidence-based decision-making.
• Drive adoption of data-led performance management across Projects HSSEW.
• Digital Innovation & Application Development
• Design, develop and implement fit-for-purpose applications, dashboards and digital tools that improve operational efficiency and reporting effectiveness.
• Automate manual data collection, reconciliation and reporting workflows wherever practical.
• Integrate multiple data sources into controlled and user-focused reporting platforms.
• Develop scalable digital solutions that improve transparency, efficiency and stakeholder visibility.
• Support the wider digital transformation of Projects HSSEW processes and governance.
• Demobilisation, Transition & Business Continuity
• Develop and maintain digital platforms supporting workforce demobilisation, contractor offboarding and project transition activities.
• Provide live visibility of workforce movements, contractor reductions and transition metrics to support management oversight.
• Maintain continuity of HSE reporting during organisational change, system disruption and periods of elevated business risk.
• Develop contingency reporting solutions when critical business systems are unavailable or constrained.
• Ensure leadership retains access to accurate and timely management information throughout transition periods.
• Stakeholder Leadership & Capability Building
• Partner with project teams, functional leaders, contractors and system users to improve information quality and reporting discipline.
• Provide expert advice, coaching and technical support on HSE systems, data definitions, dashboard use and reporting requirements.
• Promote clear accountability for data ownership, validation and corrective action across Projects.
• Build organisational capability in data-driven risk management and digital HSE reporting.
• Protect sensitive information and maintain appropriate standards of confidentiality and information governance.
  
  

Here's what you'll need

Qualifications & Professional Requirements

• Recognised qualification in occupational health and safety, engineering, data analytics, information systems or a relevant discipline.
• Professional safety qualification or certification appropriate to the level and responsibilities of the role.
• Demonstrated competence in HSE performance management, data assurance and executive reporting.
• Advanced capability in Power BI, data modelling, dashboard development and analytical reporting.
• Practical experience with enterprise HSE management systems, including Enablon, Intelex or comparable platforms.
• Experience developing digital applications, automated workflows or integrated reporting solutions.
  
  

Experience

• Significant experience in HSE data, systems, assurance or performance reporting within major projects, construction or other high-risk environments.
• Proven delivery of executive-level dashboards, PIF or comparable external reporting, and project data-validation processes.
• Demonstrated ability to develop practical digital solutions from concept to implementation.
• Experience maintaining reporting continuity during organisational transition or system disruption.
• Ability to work across multiple projects, stakeholders and reporting cycles under demanding deadlines.
