HSE Engineer (High-Rise & Mid-Rise Construction)
Job Summary
The HSE (Health, Safety & Environment) Engineer is responsible for implementing, monitoring, and enforcing health, safety, and environmental policies on high-rise and mid-rise building construction projects. The role ensures compliance with local regulations, company HSE standards, and international safety best practices to prevent accidents, injuries, and environmental harm.
Key Responsibilities
1. Health & Safety Management
- Develop, implement, and monitor project-specific HSE plans.
- Ensure safe systems of work for:
- Working at heights
- Scaffolding and formwork
- Tower crane operations
- Lifting activities
- Excavation and confined spaces
- Monitor subcontractors compliance with HSE requirements.
- Enforce PPE usage and safety standards on site.
2. Site Inspections & Monitoring
- Conduct daily, weekly, and monthly safety inspections.
- Identify hazards and recommend corrective actions.
- Monitor high-risk activities such as:
- Structural concrete works
- Steel erection
- Façade installation
- MEP installation
- Maintain safety observation and reporting systems.
3. Incident Management
- Investigate accidents, near-misses, and unsafe conditions.
- Prepare incident reports and root cause analysis.
- Recommend preventive and corrective measures.
- Maintain accident and injury logs.
4. Training & Awareness
- Conduct site safety inductions for new workers.
- Deliver toolbox talks and safety briefings.
- Train workers on:
- Fall protection systems
- Emergency response procedures
- Fire safety
- Equipment safety
5. Emergency Preparedness
- Develop and implement emergency response plans.
- Coordinate emergency drills (fire, evacuation, medical).
- Ensure availability of first aid and firefighting equipment.
6. Environmental Management
- Monitor waste management practices.
- Ensure proper disposal of hazardous materials.
- Control dust, noise, and environmental pollution.
- Ensure compliance with environmental regulations.
7. Documentation & Compliance
- Maintain HSE documentation and records.
- Prepare monthly HSE performance reports.
- Ensure compliance with local labor laws and safety regulations.
- Coordinate with regulatory authorities during inspections.
Qualifications
- Bachelor's Degree in Engineering, Occupational Health & Safety, or related field.
- Professional certifications such as:
- NEBOSH (IGC or equivalent)
- SARS Card is mandatory
- OSHA 30/40 Hour
- IOSH (preferred)
- 4–6 years of experience in high-rise/mid-rise building construction.
- Strong knowledge of scaffolding, lifting plans, and fall protection systems.
- Immediate joiners preferred.
