Job Purpose:
Gulf Contracting & Landscaping (GCL) is seeking an experienced HSE Engineer to oversee Health, Safety, and Environmental compliance across our construction and landscaping projects. The successful candidate will play a key role in promoting a strong safety culture, ensuring regulatory compliance, minimizing risks, and supporting the successful delivery of high-end residential villa developments, landscaping, infrastructure, and high-risk construction projects.
Key Responsibilities:
Health, Safety & Environmental Management
- Implement and maintain the Project HSE Management System in accordance with company policies, UAE regulations, and client requirements.
- Ensure compliance with UAE HSE legislation, Dubai Municipality requirements, ISO 45001, ISO 14001, and project-specific HSE standards.
- Monitor site activities to ensure compliance with all health, safety, and environmental requirements.
Site Inspections & Risk Management
- Conduct regular site inspections, audits, and safety observations across multiple construction and landscaping projects.
- Identify hazards and prepare Risk Assessments (RA), Job Hazard Analysis (JHA), and Safe Work Method Statements (SWMS).
- Monitor and control high-risk activities including:
- Excavation and trenching
- Work at height
- Lifting operations
- Confined space entry
- Hot works
- Electrical works
- Heavy equipment and plant operations
- Temporary works
- Ensure corrective and preventive actions are implemented and effectively closed.
Incident Investigation
- Lead investigations into accidents, incidents, near misses, and dangerous occurrences.
- Conduct root cause analysis and prepare detailed investigation reports.
- Monitor implementation of corrective and preventive actions to prevent recurrence.
Training & Safety Awareness
- Deliver HSE inductions for new employees and subcontractors.
- Conduct toolbox talks, safety campaigns, and emergency response drills.
- Promote a proactive safety culture and ensure employees comply with company HSE procedures and safe work practices.
Environmental Management
- Monitor environmental compliance, waste management, pollution prevention, and sustainability initiatives.
- Ensure environmental controls are implemented throughout project execution.
- Support initiatives that minimize environmental impact on construction sites.
Documentation & Reporting
- Prepare weekly and monthly HSE reports.
- Maintain HSE records, inspection reports, permits, and statutory documentation.
- Coordinate internal and external HSE audits and ensure timely closure of audit findings.
Qualifications
- Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- NEBOSH International Diploma or equivalent level 6 qualifications (Mandatory).
- ISO 45001 certification.
- Additional HSE certifications will be an advantage.
Experience
- Minimum 5 years of HSE experience, including at least 5 years in the UAE construction industry.
- Mandatory experience with construction and landscaping contractors.
- Proven experience working on high-end residential villa projects, landscaping, infrastructure, and civil construction projects.
- Hands-on experience managing HSE requirements for high-risk construction activities.
- Experience working with consultants, developers, clients, and subcontractors on large-scale construction projects.
Skills & Competencies
- Strong knowledge of UAE HSE regulations, OSHA standards, ISO 45001, and ISO 14001.
- Experience preparing Risk Assessments (RA), Job Hazard Analysis (JHA), Method Statements, and Permit to Work (PTW) systems.
- Excellent incident investigation and root cause analysis skills.
- Strong communication, reporting, and stakeholder management skills.
- Ability to deliver HSE training, toolbox talks, and safety awareness programs.
- Strong analytical and problem-solving abilities.
- Proficient in Microsoft Office applications.
Preferred Requirements
- UAE Driving License (Preferred).
- Experience working with major developers, consultants, or Tier 1 contractors in the UAE.
- First Aid, Fire Warden, or Emergency Response certifications are an advantage.
- Experience in Infrastructure projects.
