Position: Health, Safety & Environment (HSE) Engineer

About the Role
John R Harris & Partners are seeking a experienced and proactive HSE Engineer to join our construction supervision team in Dubai. The successful candidate will be responsible for implementing, monitoring, and continually improving Health, Safety, and Environmental management systems across our high-rise building projects. The ideal candidate must possess extensive construction safety experience, with a strong background in high-rise residential, commercial, mixed-use, or tower developments. The role requires a safety professional capable of driving a positive safety culture, ensuring regulatory compliance, and supporting project teams in achieving world-class HSE performance.
Mandatory Requirements
- Minimum 12 years of overall HSE experience in the construction industry.
- Minimum 6 years of HSE experience within the UAE.
- Proven experience on high-rise building construction projects is mandatory.
- Demonstrated experience working with consultants, main contractors, developers, or leading construction organizations in the UAE.
- Strong understanding of UAE construction regulations, safety standards, and authority requirements.
- Bachelor's degree in engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
Candidates should possess one or more of the following certifications:
- NEBOSH International General Certificate (IGC)/ NEBOSH International Diploma
- IOSH Managing Safely / IOSH Membership
- Certified Safety Professional (CSP) – preferred
- OSHA Certifications (30-Hour/Construction Safety)
- First Aid & Emergency Response Certifications/ Fire Safety and Incident Investigation Training
- Dubai Municipality (DM) Approved Safety Engineer/Safety Officer Accreditation.
- Trakhees Safety Accreditation
- Knowledge of Dubai Civil Defence requirements
- Familiarity with EHS regulations of Dubai Municipality, Trakhees, and other UAE regulatory authorities
Key Responsibilities
- Develop, implement, and maintain project-specific HSE plans, procedures, and risk management programs.
- Ensure full compliance with UAE HSE legislation, client requirements, and company standards.
- Conduct hazard identification, risk assessments, and implementation of control measures.
- Monitor compliance with permit-to-work systems and critical lifting operations.
- Site Safety Monitoring
- Perform regular site inspections, audits, and safety observations.
- Identify unsafe conditions and behaviours and ensure timely corrective actions.
- Monitor work at height activities, scaffolding, tower crane operations, lifting activities, excavation works, confined spaces, and temporary works.
- Manage safety requirements related to: Tower cranes and hoists, Façade installation activities, Working at height, Concrete and structural works, MEP installation activities,
- Heavy lifting operations, Temporary access systems, High-rise emergency preparedness and evacuation planning
- Incident Prevention & Investigation
- Lead investigations of incidents, near misses, and unsafe occurrences.
- Conduct root cause analysis and implement corrective and preventive actions.
- Deliver HSE inductions, toolbox talks, and safety awareness programs.
- Mentor site safety teams and supervisors.
- Promote behavioural safety initiatives and continuous safety improvement programs.
- Prepare weekly and monthly HSE performance reports.
- Coordinate with clients, consultants, authorities, and regulatory agencies.
- Maintain records required for audits and statutory compliance.
- Support ISO 45001 and ISO 14001 management systems implementation and audits.
Preferred Candidate Profile
The ideal candidate is a results-driven safety professional with a proven track record of successfully managing HSE requirements on major high-rise construction projects in the UAE. The candidate should demonstrate leadership, technical competence, and the ability to foster a strong safety culture while maintaining compliance with Dubai Municipality & Trakhees and client-specific requirements.
