Job Description


Monthly Salary: AED 15k- AED 20k

Job Duration: 12 Months (extendable as per project).

Experience

1- Ten to Fifteen Years related experience with Substation Background.

2- TAQA Approval preferred.

Purpose of the Job:

The duty of the HSE Advisor/Specialist/Officer is to act and operatively support the Project Manager as expert and partner by planning, supervision, ensuring and reporting of appropriate activities with regards to incident prevention, effective monitoring (pro-active & re-active) and continuous improvements

Key Areas of Responsibility (KARs):

  • Act as the HSE focal point to site, project, and management including during both routine progress meetings and emergent issue resolution.
  • Developing and implementing Project HSE Plan in line with project contractual requirements and maintaining it throughout the project life cycle.
  • Contribute to and/or plans and executes Health, Safety and Environment (HSE) performance and related projects. Develop and report on project objectives.
  • Represent the HSE function to current and prospective customers.
  • Maintain required HSE records and develop and present routine HSE progress reports.
  • Maintain awareness of developments and legislation that impact assigned functions.
  • Lead accident investigations to ensure that root-cause analysis is appropriately conducted, and corrective actions address the causes.
  • Participate and support analysis of incident trends and provide recommendations for preventative and improvement actions.
  • Conduct project site visits and audits to evaluate the effectiveness of HSE processes and assist in taking the necessary steps to close gaps in execution.
  • Facilitate and direct HSE best practices to ensure continuous improvement and to instill a world-class culture.
  • Provide advice, support and training where necessary to management and workforce to achieve HSE objectives and maintain regulatory compliance.
  • Assist in the identification, analysis and development of controls to eliminate or minimize occupational hazards at project and service locations.
  • Act as the HSE focal point to site, project, and management including during both routine progress meetings and emergent issue resolution.
  • Provide summary of lessons learned feedback to HSE Manager to support further Process Improvements Initiatives

Dimensions

The scope incorporates all project related HSE proceedings / activities to meet the Project KPI's with regard to HSE under consideration of

  • Deliver and deploy HSE training, audit and project performance improvement programs to the project and Local Business Units.
  • Reporting and record maintenance.

Challenges

  • Intervention and escalation to reporting line in functional matters where guidelines, HSE procedures or targets are not complied with. This includes involvement of expert opinions as necessary.
  • Stop for proceeding works in close collaboration with PM and/ or reporting line in functional critical matters.
  • Access to all HSE-relevant data, e.g., customer contracts, risk assessments, project plans, site office management, agreed targets etc.
  • Representing the project internally and externally in matters of HSE
  • Coordination and develop multiple subcontractors of different levels of HSE culture.
  • Abide by and comply with the Linxon Compliance and Business Conduct Guidelines.
  • Always work and act as team player and constant sense of mutual support.

Experience Required:

  • At least 10 years of work experience in HSE Advisor/Specialist/Officer background with good knowledge of EPC works, Power Substations, Renewables projects of different size, complexity and contractual types.
  • Proven track record of management of large-scale, multimillion-dollar projects
  • Experience in handling multiple contractors and leading the project HSE Team within the projects.
  • Construction HSE experience including execution of site preparation, demolition, installation, and commissioning scopes.
  • Knowledge and experience in electrical substation construction.

High comfort level with digitized management tools.

  • Computer literate and well conversant with project scheduling
  • Language: Fluent in English (speak and write); languages like Arabic, Hindi, Urdu etc is a benefit

Education Required:

  • Four-Five years engineering or any other discipline for safety Advisor/specialist OR secondary education of 2 years course
  • NEBOSH IGC or International Diploma or Level 6 achievement in HSE discipline for safety advisor/specialist, OSHA/IOSH certificate for safety officer.
  • Preferred Certified Lead Auditor for management systems (ISO 45001:2018 and ISO 14001:2015)
