Role Overview
The Construction Site Security & HSE Manager will be responsible for full site security, industrial safety, and HSE compliance during the construction of a large-scale beachfront resort in Marsa Alam.
The role is fully site-based and requires strong field presence, authority, and hands-on leadership.

Key Responsibilities
Manage overall site security operations, including:
Access control and gate management
Visitor and worker permits
Coordination of on-site security guards
Develop, implement, and enforce Site HSE Plan and Emergency Response Plan suitable for a remote coastal resort location.
Ensure full compliance with:
Egyptian occupational health & safety regulations
Project-specific safety requirements
Consultant and contractor HSE procedures
Supervise security staff and coordinate with licensed security companies operating in Egypt.
Control and monitor high-risk construction activities, including:
Working at height
Excavation works
Cranes and lifting operations
Heavy equipment and vehicle movement
Hot works (welding, cutting, grinding)
Conduct daily site walks, inspections, and safety audits.
Lead Toolbox Talks and safety inductions for all workers and subcontractors.
Investigate incidents, accidents, and near misses and prepare incident reports with corrective actions.
Coordinate closely with:
Project Management Team
Main Contractor and Subcontractors
Consultant
Egyptian Civil Defense / Fire Authority
Ensure readiness of:
Emergency exits and escape routes
Muster (assembly) points
Firefighting equipment
First-aid stations and emergency response resources
Address coastal and desert-specific risks, including:
High temperatures and heat stress
Strong winds
Remote-site emergency response and evacuation planning
Qualifications & Experience
Minimum 7 years of proven experience in construction site security and HSE, preferably on resort or hospitality projects.
NEBOSH IGC is highly preferred.
IOSH / OSHA certifications are an advantage.
Engineering degree is NOT mandatory (engineering background is a plus).
Strong hands-on knowledge of:
Construction safety
Industrial security
Emergency response planning for remote sites
Proven leadership skills with the authority to stop unsafe work immediately.
Experience working in remote or coastal construction sites is strongly preferred.
Language Requirements
Arabic: Fluent
English: Good working proficiency (reports and coordination)
Work Conditions
Full-time, site-based role in Marsa Alam
Daily on-site presence required
Availability for emergencies, including after working hours if needed
Important Notes
This is a field leadership role, not an office position.
Candidate must be practical, firm, and respected on-site.
Prior experience with resort construction or large hospitality developments is highly desirable.
