Job Summary:
The HSE Manager is responsible for leading and managing Health, Safety, and Environmental (HSE) programs across project execution in compliance with Saudi Electricity Company (SEC), Aramco, / or any other major petrochemical client and local regulatory requirements. This role ensures robust implementation of HSE management systems, drives company performance, and fosters a strong safety culture throughout the organization and project sites.
Key Responsibilities
- Develop, implement, and enforce HSE policies, procedures, and standards aligned with SEC, Aramco, and international regulations.
- Ensure compliance with Saudi legal requirements and client-specific HSE standards.
- Conduct risk assessments, hazard identification, and site inspections; implement corrective actions promptly.
- Review contractors HSE plans, risk assessments, and method statements before work commencement.
- Perform internal and external HSE audits; maintain accurate documentation and compliance records.
- Report HSE KPIs and performance metrics to senior management; recommend continuous improvement initiatives.
- Design and deliver HSE training programs for employees, sub-contractors, and site personnel.
- Promote Behavior-Based Safety (BBS) programs and initiatives to strengthen safety culture.
- Lead incident investigations, root cause analysis, and ensure corrective/preventive actions are implemented.
- Collaborate with project managers, clients representatives, contractors, and regulatory authorities to meet all safety obligations.
- Monitor and guide site HSE teams to ensure compliance and effective implementation of HSE measures.
Qualifications & Experience
- Education: Bachelor's degree or Diploma in Engineering or related technical field.
- Certifications:
- Diploma in NEBOSH IGC Level 6 or equivalent.
- ISO 45001 & ISO 14001 Lead Auditor
- Major GCC client HSE certification/approval
- Experience:
- Minimum 15 years of HSE management experience in GCC, with proven track record in oil & gas, or petrochemical projects.
- Hydrocarbon and Petrochemical experience is preferred
- Skills:
- Strong leadership, communication, and stakeholder management skills.
- Ability to develop and implement integrated management systems (IMS) for ISO standards.
