Job Description

Job Purpose

To lead and manage all health, safety, and environmental functions across construction site operations, ensuring full compliance with statutory regulations, company HSE policies, and international best practices, while fostering a strong safety culture among workers, subcontractors, and stakeholders.

Key Responsibilities

Safety Planning & Compliance

  • Develop, implement, and maintain the project HSE Management Plan in line with local regulations and international standards (ISO 45001, OSHA, etc.)
  • Ensure compliance with all applicable labor, safety, and environmental laws
  • Prepare and update Risk Assessments, Method Statements (RAMS), and Permit-to-Work systems

Site Safety Management

  • Conduct regular site inspections, audits, and safety walkthroughs
  • Identify hazards and implement corrective/preventive actions
  • Monitor high-risk activities (working at height, excavation, lifting operations, confined space, hot works)
  • Oversee PPE compliance and enforce safety standards among all site personnel and subcontractors.

Incident Management

  • Lead investigation of accidents, incidents, and near-misses
  • Prepare root cause analysis and corrective action reports
  • Maintain incident/accident statistics (LTIFR, TRIR) and report to management

Training & Awareness

  • Conduct toolbox talks, safety inductions, and training programs
  • Develop competency matrices and ensure workforce certification (first aid, fire safety, working at height, etc.)
  • Promote a proactive safety culture across all levels of the project

Documentation & Reporting

  • Maintain HSE records, registers, and statutory documentation
  • Prepare daily/weekly/monthly HSE reports for management and clients
  • Liaise with regulatory authorities, auditors, and third-party inspectors

Emergency Preparedness

  • Develop and test Emergency Response Plans (fire, medical, evacuation)
  • Coordinate emergency drills and ensure readiness of site emergency teams

Environmental Management

  • Monitor waste management, dust control, noise levels, and environmental compliance on site
  • Implement sustainability and environmental protection measures

Qualifications & Requirements

Education

  • Bachelor's degree in Engineering, Occupational Health & Safety, or related field

Certifications (any of the following preferred)

  • NEBOSH IGC / NEBOSH Diploma
  • IOSH Managing Safely
  • OSHA 30/OSHA 500
  • Lead Auditor ISO 45001 / ISO 14001
  • First Aid & Fire Safety certification

Experience

  • 12–15+ years of HSE experience, with at least 5 years in a managerial role
  • Proven background in construction/infrastructure projects (buildings, roads, bridges, MEP, or industrial projects)
  • Experience handling large workforce and multiple subcontractors on site

Skills & Competencies

  • Strong knowledge of local labor & safety laws (e.g., OSHA, local municipality regulations)
  • Excellent leadership, communication, and interpersonal skills
  • Ability to conduct audits, risk assessments, and incident investigations
  • Proficiency in MS Office and HSE reporting tools/software
  • Strong decision-making and crisis-management ability
