Role Overview:

We are seeking an experienced HSE Manager to lead and oversee all Health, Safety, and Environmental functions across construction project sites. The role is responsible for developing HSE strategies, ensuring regulatory compliance, managing incident prevention, and fostering a safety-first culture. This position plays a critical role in protecting personnel, assets, and the environment while ensuring project delivery in compliance with Saudi regulations and international HSE standards.

Key Responsibilities:

HSE Strategy & Management System

  • Develop, implement, and maintain comprehensive HSE management systems aligned with ISO 45001, ISO 14001, and project contractual requirements.
  • Establish HSE policies, procedures, and standards for all construction activities.
  • Lead HSE planning for project mobilization, execution, and demobilization phases.
  • Set HSE objectives, targets, and KPIs aligned with organizational and project goals.
  • Manage HSE budgets, resources, and equipment requirements.

Regulatory Compliance & Standards

  • Ensure compliance with Saudi Civil Defense, OSHA, NEBOSH, and local municipality HSE regulations.
  • Monitor and implement Saudi environmental regulations and construction safety requirements.
  • Maintain all HSE permits, licenses, and certifications required for project operations.
  • Coordinate with regulatory authorities for inspections, audits, and compliance matters.
  • Stay updated on evolving HSE regulations and incorporate changes into project procedures.

Risk Management & Hazard Prevention

  • Conduct comprehensive risk assessments, Job Safety Analyses (JSA), and hazard identification (HAZID) for all construction activities.
  • Develop and implement risk mitigation strategies and control measures.
  • Manage Permit to Work (PTW) systems for high-risk activities including hot works, confined space entry, working at heights, excavation, and lifting operations.
  • Oversee Method Statement and Risk Assessment (MSRA) reviews and approvals.
  • Monitor and enforce Lock Out Tag Out (LOTO) procedures.

Site Safety Operations

  • Conduct daily site inspections, safety walks, and audits across all active work areas.
  • Monitor contractor and subcontractor HSE performance and compliance.
  • Ensure proper use of Personal Protective Equipment (PPE) across all project sites.
  • Oversee scaffolding inspections, crane operations safety, and temporary works safety.
  • Manage traffic management plans, housekeeping standards, and site welfare facilities.
  • Enforce safe work practices for concrete works, steel erection, MEP installations, and finishing activities.

Incident Management & Investigation

  • Lead incident investigations including root cause analysis (RCA) for all accidents, near misses, and dangerous occurrences.
  • Develop corrective and preventive action plans (CAPA) and track implementation to closure.
  • Maintain incident reporting systems and ensure timely reporting to management and authorities.
  • Analyze incident data, identify trends, and implement preventive measures.
  • Manage first aid, medical emergency response, and evacuation procedures.

Emergency Preparedness & Response

  • Develop and maintain emergency response plans, evacuation procedures, and crisis management protocols.
  • Conduct regular emergency drills including fire drills, evacuation exercises, and rescue simulations.
  • Coordinate with Civil Defense, medical services, and emergency responders.
  • Ensure adequate firefighting equipment, first aid stations, and emergency facilities are maintained.

Training & Awareness

  • Develop and deliver HSE training programs, induction programs, and toolbox talks for all project personnel.
  • Ensure all workers receive site-specific HSE orientation before commencing work.
  • Conduct specialized training for high-risk activities including working at heights, confined space, and crane operations.
  • Promote HSE awareness campaigns and safety culture initiatives across all sites.
  • Track training records and ensure compliance with mandatory training requirements.

Team Leadership

  • Lead, manage, and develop the HSE team including HSE Engineers, HSE Officers, and Safety Inspectors.
  • Set performance objectives, conduct reviews, and provide coaching and development.
  • Ensure adequate HSE staffing across all project sites and shifts.
  • Coordinate with subcontractor HSE teams and ensure alignment with project HSE standards.

Reporting & Documentation

  • Prepare monthly HSE reports, dashboards, and statistics for senior management.
  • Maintain HSE documentation including risk assessments, permits, inspection records, and training logs.
  • Track and report leading and lagging HSE indicators.
  • Support internal and external HSE audits and certification processes.
  • Prepare HSE closeout documentation for project handover.

Environmental Management

  • Implement environmental management plans covering waste management, dust control, noise control, and pollution prevention.
  • Monitor environmental compliance and ensure adherence to project environmental commitments.
  • Promote sustainable construction practices and resource conservation.

Qualifications:

  • Bachelor's degree in Occupational Health & Safety, Environmental Engineering, Civil Engineering, or a related field (mandatory).
  • NEBOSH International General Certificate or Diploma (mandatory).
  • Fluency in English (written and spoken) is mandatory.
  • Proficiency in Arabic is preferred.
  • Minimum 10-15 years of HSE experience in construction projects with at least 5 years in a managerial role.
  • Professional certifications such as IOSH, OSHA 30-Hour, ISO 45001 Lead Auditor, or ISO 14001 Lead Auditor are preferred.
  • Strong knowledge of Saudi Civil Defense regulations and construction safety requirements.
  • Experience managing HSE on large-scale building, infrastructure, or industrial construction projects.
  • Proficiency in HSE management software and Microsoft Office Suite.
