Job Purpose
The HSE Officer is responsible for executing and monitoring plant-level health, safety, and environmental programmes, ensuring full compliance with applicable regulations, ACCBC standards, and ISO 45001 / ISO 14001 requirements. The role is operationally focused — conducting daily safety inspections, supporting incident investigations, driving permit-to-work compliance, and building a visible safety culture on the shop floor. The HSE Officer acts as the frontline HSE practitioner, directly engaging with production teams, contractors, and plant leadership to embed zero-harm behaviours across all plant activities.
Operating Context
- Plant-floor operating environment with continuous exposure to manufacturing, utilities, and warehouse operations
- Hands-on execution role with daily interaction with production supervisors, maintenance teams, and contractors
- Operates within a zero-harm culture mandate and ACCBC Group HSE standards
- Dual interface with plant operations and the QHSE Associate Manager for functional escalation and reporting
- Active permit-to-work, risk assessment, and incident management environment
- Subject to external regulatory inspections and third-party HSE audits
Key Roles and Responsibilities
A. Health & Safety Compliance
- Conduct daily safety walks, workplace inspections, and hazard identification across all plant areas including production, maintenance, utilities, and warehouse.
- Monitor and enforce compliance with ACCBC HSE standards, safe work procedures, and applicable local OHS regulations.
- Maintain and update the plant legal register and ensure all regulatory HSE requirements are identified and tracked.
- Review and update risk assessments, job hazard analyses (JHA), and safe operating procedures (SOPs) for all plant activities.
- Ensure all work areas are maintained in a safe and compliant condition, including housekeeping standards and emergency equipment readiness.
B. Permit-to-Work & Contractor Management
- Administer the permit-to-work (PTW) system for all non-routine, high-risk, and maintenance activities including hot work, confined space entry, working at height, and electrical isolation.
- Conduct pre-job safety briefings and toolbox talks for contractors and maintenance personnel prior to high-risk task execution.
- Verify contractor HSE compliance including valid certifications, PPE usage, and adherence to site safety rules.
- Monitor ongoing contractor activities and intervene immediately when unsafe acts or conditions are observed.
C. Incident Reporting, Investigation & CAPA
- Record, report, and investigate all workplace incidents, near misses, unsafe acts, and unsafe conditions in a timely manner.
- Apply structured root cause analysis (RCA) methodologies (5-Why, Fishbone) to identify underlying causes and systemic gaps.
- Develop corrective and preventive action (CAPA) plans and track closure with responsible owners within agreed timelines.
- Maintain accurate incident logs, investigation reports, and closure evidence in the plant HSE management system.
- Escalate high-severity incidents to the QHSE Associate Manager and ensure regulatory notification requirements are met.
D. Environmental Monitoring & Compliance
- Monitor plant environmental performance including waste generation, wastewater discharge, energy consumption, and air emissions.
- Ensure correct waste segregation, labelling, storage, and disposal in compliance with environmental regulations and site procedures.
- Conduct periodic environmental inspections and record environmental monitoring data accurately.
- Support the QHSE Associate Manager in maintaining environmental permits and preparing regulatory submissions.
- Identify environmental improvement opportunities and escalate findings for corrective action.
E. HSE Training & Safety Culture
- Deliver daily and weekly toolbox talks, safety briefings, and on-the-job HSE coaching to plant employees and contractors.
- Support HSE induction programmes for new employees, temporary workers, and contractors joining the site.
- Track employee HSE training completion records and flag gaps to the QHSE Associate Manager.
- Actively promote a zero-harm culture through visible leadership, safety engagement activities, and recognition programmes.
- Support the implementation of behavioural safety observation programmes across the plant.
F. Emergency Preparedness & Response
- Maintain plant emergency response plans, evacuation procedures, and emergency contact registers.
- Coordinate and participate in fire drills, emergency evacuation exercises, and first aid response preparedness.
- Inspect and maintain all emergency equipment including fire extinguishers, eyewash stations, first aid kits, and emergency showers.
- Act as the first responder coordinator during workplace emergencies and ensure proper communication and escalation procedures are followed.
G. HSE Reporting & Documentation
- Prepare weekly and monthly HSE performance reports covering leading and lagging indicators (LTI, TRIR, near-miss rate, safety observation rate).
- Maintain complete and audit-ready HSE records including inspection logs, PTW registers, training records, and CAPA trackers.
- Support audit preparation activities for internal, customer, regulatory, and third-party HSE audits.
- Input HSE data accurately into plant management systems and corporate reporting platforms.
Key Performance Indicators (KPIs)
- Lost Time Injury (LTI) frequency rate and Total Recordable Incident Rate (TRIR)
- Near-miss reporting rate and closure rate within defined timelines
- Safety observation completion rate (daily/weekly targets)
- Permit-to-work compliance rate
- CAPA closure rate and average closure time
- HSE training completion rate across plant workforce
- Environmental monitoring compliance (zero permit breaches)
- Audit finding closure rate within agreed timelines
Required Experience & Qualifications
Minimum Experience
- Minimum 3–5 years of hands-on HSE experience in a manufacturing, industrial, or FMCG plant environment
- Demonstrated experience in permit-to-work administration, incident investigation, and risk assessment execution
- Practical exposure to environmental monitoring, waste management, and regulatory compliance activities
Minimum Qualifications
- Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field
- NEBOSH General Certificate or equivalent HSE qualification (required)
- IOSH Managing Safely or equivalent (preferred)
- ISO 45001 / ISO 14001 Internal Auditor certification (preferred)
- First Aid / Fire Safety certification (required)
Knowledge and Skills
- Solid knowledge of occupational health and safety legislation applicable to manufacturing environments
- Working knowledge of ISO 45001 (OH&S management) and ISO 14001 (environmental management) standards
- Proficiency in risk assessment methodologies, JHA/JSA preparation, and hazard identification techniques
- Experience with structured incident investigation using RCA, 5-Why, and Fishbone methodologies
- Competency in permit-to-work systems for high-risk activities (hot work, confined space, working at height)
- Good communication and influencing skills to engage shop-floor teams and drive safety behaviour change
- Proficiency in HSE data recording, reporting, and management system documentation
