(Health, Safety & Environment Officer Fuel Farm / Aviation Fuel HSE Specialist)

The HSE Officer is responsible for developing, implementing, and monitoring the Health, Safety, and Environment (HSE) management system across all fuel farm and hydrant system operations. This role ensures that all activities are conducted in full compliance with applicable national regulations, airport authority requirements, and international aviation fuel safety standards, including ICAO, GACA, JIG, NFPA, and the Energy Institute (EI) codes.

Key responsibilities include conducting regular HSE inspections and audits of the fuel farm, pump station, hydrant network, and all operational activities; performing risk assessments and Job Safety Analyses (JSAs) for all routine and non-routine tasks; investigating incidents, near-misses, and environmental events; managing the site's permit-to-work system; delivering HSE induction and ongoing safety training to all site personnel; and maintaining the site's emergency response plan, including coordinating fire drills and spill response exercises. The HSE Officer also acts as the primary liaison with the airport authority's safety department, civil defence, and environmental regulatory bodies.

A critical function of this role is maintaining the site's Spill Prevention, Control, and Countermeasure (SPCC) plan and ensuring that all environmental protection systems including bunded containment areas, oil-water separators, and groundwater monitoring systems are fully operational and compliant. The HSE Officer tracks all HSE KPIs, prepares monthly and annual HSE performance reports, and drives a proactive safety culture across the entire team.

Minimum Qualifications: Bachelor's degree in Occupational Health & Safety, Environmental Engineering, or a related field. Minimum 5 years of HSE experience in the aviation, oil and gas, or petrochemical industry. NEBOSH International General Certificate (or equivalent) is required; NEBOSH Diploma or equivalent is preferred. Familiarity with ICAO, GACA, JIG, and NFPA fire safety standards is essential.
