Job Summary

We seek a qualified and experienced HSE Officer to oversee health, safety, and environmental compliance across site operations in Abu Dhabi. The successful candidate will ensure full adherence to UAE safety regulations, conduct risk assessments, manage Permit to Work (PTW) systems, and maintain a strong safety culture across facility management, district cooling, and construction/HVAC activities.

Key responsibilities

• Site Inductions & Training: Conduct mandatory HSE inductions for all new employees, subcontractors, and site visitors. Deliver monthly internal HSE training modules and conduct regular toolbox talks based on risk findings.
• Risk Management & COSHH: Perform comprehensive Risk Assessments for routine and non-routine scopes of work. Carry out COSHH assessments to ensure the safe storage, handling, and disposal of hazardous substances.
• Site Inspections & Audits: Execute daily safety walk-arounds, monitor operational compliance, prepare detailed inspection reports, and evaluate the effectiveness of corrective actions.
• Permit to Work (PTW) System: Implement, manage, and issue permits for high-risk and critical activities, including Hot Work, Confined Space Entry, Electrical Work, and Cold Work.
• Legal Compliance & Subcontractor Oversight: Maintain and update the HSE Legal Register. Review subcontractor operations to ensure complete compliance with local UAE legislation and company safety protocols.
• Incident Management: Conduct investigations for accidents, incidents, near-misses, and health-related complaints. Prepare First Information Reports (FIR), formulate root-cause analyses, and implement preventive controls.
• Equipment & Operations Support: Advise Operation & Maintenance (O&M) teams on HSE planning and risk mitigation. Perform random checks on machinery maintenance logs to confirm safe operational conditions.
• Safety Equipment & Emergency Response: Oversee the procurement and distribution of PPE and safety gear. Plan, organize, and execute periodic site and office emergency response drills.
• Authority to Stop Work: Exercise authority to halt any work activity immediately if unmitigated hazards or severe safety non-compliances are identified.
• HSE Reporting: Compile accurate monthly HSE statistics and submit detailed reports to the QHSE and Operations departments.

Requirements & Qualifications

• Education: Bachelor's Degree in Engineering, Environmental Science, or a related discipline.
• Certification:NEBOSH IGC (Mandatory / Passed).
• Experience: 3–4 years of direct HSE experience in the UAE.
• Industry Background: Direct experience in District Cooling Plants, Facility Management, Construction, or Engineering & HVAC is strictly preferred.
• Knowledge: In-depth understanding of UAE local HSE laws, OSHAD/EHS regulations, and standard industry practices.

Key Skills & Competencies

• Expertise in Hazard Identification, Risk Assessment, and COSHH compliance.
• Strong working knowledge of PTW management for critical maintenance and construction activities.
• Incident investigation capabilities, including root-cause analysis and report writing.
• Clear verbal and written communication skills in English for delivering training and writing technical reports.
• High assertiveness and decision-making skills to enforce safety standards and execute stop-work authority when required.
• Proficiency in MS Office for generating statistics, registers, and HSE reports.
