HSE Officer

Job Purpose

The HSE Officer is responsible for implementing, monitoring, and maintaining Health, Safety & Environment (HSE) standards across Abu Dhabi golf club operations. The role ensures compliance with UAE and Abu Dhabi regulatory requirements, supports Aldar HSE audit requirements, promotes a strong safety culture, and minimizes operational risks through effective management of HSE systems, procedures, inspections, and training programs.

Key Responsibilities

Health, Safety & Environmental Compliance

• Ensure compliance with UAE, Abu Dhabi, and applicable OSHAD/OSHMS requirements.
• Implement and maintain HSE policies, procedures, safe work practices, and standard operating procedures (SOPs).
• Monitor compliance with company HSE standards and regulatory requirements across all club operations.
• Maintain all HSE documentation, records, registers, permits, and statutory compliance requirements.

Risk Management & Audits

• Conduct workplace inspections, safety audits, and compliance assessments across all facilities.
• Perform Risk Assessments, Job Safety Analysis (JSA), and Job Hazard Analysis (JHA) for operational activities.
• Track and close corrective actions arising from audits, inspections, and incident investigations.
• Prepare sites for internal, external, and regulatory audits.

Incident Management

• Investigate incidents, accidents, near misses, and unsafe conditions.
• Prepare investigation reports and recommend preventive and corrective actions.
• Maintain incident records and trend analysis reports.
• Ensure timely reporting of HSE incidents to management.

Training & Awareness

• Deliver HSE inductions, toolbox talks, and awareness programs for employees and contractors.
• Coordinate and maintain records for mandatory HSE training.
• Promote a positive safety culture through regular engagement with departments and operational teams.

Emergency Preparedness & Fire Safety

• Develop and maintain emergency response plans and procedures.
• Coordinate emergency drills, fire evacuations, and crisis response exercises.
• Monitor fire safety systems and ensure compliance with emergency preparedness requirements.

Contractor & Operational Safety

• Monitor contractor compliance with HSE requirements.
• Ensure safe work practices related to machinery, chemicals, working at height, confined spaces, and PPE usage.
• Review contractor risk assessments, method statements, and permits to work.
• Support operational teams in identifying and mitigating workplace hazards.

Reporting & Documentation

• Prepare monthly HSE reports, KPI dashboards, and management updates.
• Maintain training records, inspection reports, audit findings, risk registers, and compliance documentation.
• Liaise with regulatory authorities and external stakeholders when required.

Qualifications & Experience

Essential

• Diploma or Bachelor's Degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.
• Minimum 3-5 years of HSE experience within hospitality, leisure, facilities management, construction, golf clubs, or similar industries.
• Strong knowledge of UAE and Abu Dhabi health, safety, and environmental regulations.
• Experience in risk assessments, incident investigations, audits, and compliance monitoring.
• Excellent communication, report writing, and stakeholder management skills.

Preferred

• Previous HSE experience within Abu Dhabi.
• NEBOSH International General Certificate (IGC).
• IOSH Managing Safely Certification.
• OSHAD / Abu Dhabi Occupational Safety & Health competency or related training.
• Valid First Aid Certification.
• Fire Safety / Fire Warden Certification.
• UAE Driving Licence.
