Job Summary:
We are seeking a qualified HSE Officer to ensure full compliance with SEC HSE standards, Saudi regulations, and international safety practices during the construction, testing, and commissioning of energy projects. The role requires strong site presence, safety leadership, and experience in electrical HV environments.
Key Responsibilities
- Implement and monitor the HSE Plan in accordance with SEC requirements, company policies, and Saudi regulations.
- Conduct daily site safety inspections for HV substation activities (GIS, transformers, switchgear, cable works, testing & commissioning).
- Ensure compliance with Permit to Work (PTW), Lockout/Tagout (LOTO), and energized work procedures.
- Deliver toolbox talks, safety inductions, and awareness sessions to site staff and subcontractors.
- Identify hazards, conduct Risk Assessments & Job Safety Analysis (JSA), and ensure control measures are implemented.
- Report and investigate incidents, near misses, and unsafe acts; issue corrective and preventive actions.
- Coordinate with SEC HSE representatives, consultants, and project management during audits and inspections.
- Ensure proper use of PPE and compliance with site safety rules at all times.
- Maintain accurate HSE documentation, reports, and records.
Qualifications & Requirements
- Bachelor's Degree or Diploma in Engineering, Safety, or a related field.
- 35 years of HSE experience, with at least 2 years in HV substation projects in KSA.
- Strong knowledge of SEC HSE standards, Saudi regulations, and international safety codes.
- Valid NEBOSH IGC certification (mandatory).
- Additional certifications (OSHA, IOSH) are an advantage.
- Experience in EPC environments and working with subcontractors.
- Good command of English (Arabic is an advantage).
- Valid Transferable Iqama preferred.
