About the Job
We are seeking an experienced HSE Officer – Safety to support the implementation and monitoring of health, safety, and environmental requirements across building, infrastructure, and large-scale construction projects in Dubai.
The HSE Officer will be responsible for maintaining safe working practices, identifying site hazards, conducting inspections, supporting risk management, and ensuring compliance with UAE HSE regulations and project safety requirements.
Role Summary
The HSE Officer – Safety will be responsible for monitoring day-to-day site safety activities and ensuring that HSE policies, procedures, and project requirements are effectively implemented.
The role will involve conducting safety inspections, identifying hazards, preparing and reviewing safety documentation, delivering toolbox talks and inductions, monitoring high-risk activities, and supporting incident reporting and investigation.
Key Responsibilities
- Implement and monitor site HSE policies, procedures, and safety requirements.
- Conduct daily site safety inspections and identify potential workplace hazards.
- Prepare and review Risk Assessments, JSA/JHA, RAMS, and Permit to Work (PTW) documentation.
- Conduct toolbox talks, safety inductions, and HSE awareness sessions.
- Monitor PPE compliance and ensure safe working practices across the site.
- Supervise safety requirements for high-risk activities and construction operations.
- Report, investigate, and document accidents, incidents, and near misses.
- Maintain accurate HSE records, inspection reports, observations, and safety documentation.
- Coordinate with site teams, subcontractors, supervisors, and project stakeholders on HSE matters.
- Monitor compliance with approved method statements, risk assessments, and safety procedures.
- Support emergency preparedness, safety drills, and corrective action implementation where required.
- Identify unsafe conditions and practices and recommend appropriate corrective measures.
- Ensure compliance with UAE HSE regulations, project requirements, and applicable safety standards.
Required Skills & Qualifications
- Diploma or Bachelor's Degree in HSE, Occupational Health & Safety, Engineering, or a related field.
- Minimum 3–5 years of relevant HSE/Safety experience in construction or infrastructure projects.
- Experience in UAE/GCC construction or infrastructure projects is preferred.
- NEBOSH IGC / IOSH or equivalent HSE certification is preferred.
- Experience in rail, airport, hangar, or large-scale infrastructure projects is an advantage.
- Good knowledge of risk assessments, JSA/JHA, RAMS, PTW, incident reporting, and site safety procedures.
- Strong understanding of PPE requirements, high-risk activities, and construction safety practices.
- Good communication, reporting, coordination, observation, and problem-solving skills.
- Ability to work effectively with site teams, subcontractors, consultants, and project stakeholders.
