Job Purpose

The purpose of the role is to: Supervise and provide support to the QHSE team across all FM & PJM operations.

What You Will Be Doing

  • Implement and maintain CBRE Excellerate and client HSE Management Systems across all FM services, ensuring full compliance with company standards, client requirements, and local regulations.
  • Conduct regular site inspections, audits, and safety walks across facilities (hard and soft services), identifying hazards and providing actionable feedback to FM teams and management to improve safety performance.
  • Deliver HSE training, inductions, and toolbox talks for FM staff and contractors to enhance competency and promote a strong safety culture within occupied facilities.
  • Review risk assessments and method statements (RAMS) for routine and non-routine FM activities, ensuring appropriate control measures are implemented.
  • Ensure timely preparation and submission of HSE reports, including inspection reports, incident reports, and performance metrics, in line with contractual and corporate requirements.
  • Enforce compliance with safety rules and procedures among FM staff, tenants, and contractors within operational facilities.
  • Manage and control the Permit to Work (ATW/PTW) systems, ensuring high-risk activities properly authorized, monitored, and closed out.
  • Inspect and verify the safety and compliance of tools, equipment, and maintenance activities, ensuring all equipment used on-site is fit for purpose and maintained in accordance with FM standards.
  • Supervise and coordinate contractors and service providers, ensuring their work activities, risk assessments, and permits meet HSE and FM operational requirements.
  • Monitor incident, accident, and near-miss investigations within facilities, identifying root causes and implementing corrective and preventive actions to avoid recurrence.
  • Monitor environmental performance within facilities, including waste segregation, energy awareness, and proper disposal practices, in line with sustainability objectives and regulations.
  • Liaise with clients, tenants, and regulatory authorities, ensuring all FM operations comply with applicable HSE legislation, permits, and statutory requirements.

What you will bring

  • Bachelor's degree in Engineering, Science or a related field.
  • Minimum 2–4 years of experience in HSE, preferably within Facility Management, operations, or construction environments.
  • Professional HSE certifications such as NEBOSH IGC, IOSH, OSHA, or equivalent (NEBOSH preferred).
  • Good knowledge of HSE regulations, Egyptian labor law, standards, and best practices, particularly in relation to FM activities (maintenance, contractor management, and occupied facilities).
  • Strong communication skills in Arabic & English (verbal and written), with the ability to engage effectively with clients, tenants, and contractors.
  • Good interpersonal and behavioral skills, including teamwork, problem-solving, decision-making, and the ability to influence safe behaviors.
  • Good presentation and training delivery skills, with the ability to conduct inductions, toolbox talks, and awareness sessions.
  • Proficient in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
