Job Description

JOB PURPOSE:

To lead the development, implementation, and continuous improvement of the organization's HSSE programs, ensuring compliance with local regulations and international best practices. The HSSE Lead acts as the strategic and operational focal point for promoting a culture of safety, environmental stewardship, and security across all functions.

KEY RESPONSIBILITIES & ACCOUNTABILITIES:

  • HSSE Strategy & PlanningDevelop and execute the HSSE strategy aligned with corporate objectives and industry standards.
  • Conduct risk assessments and establish risk mitigation plans for all operational activities.
  • Develop annual HSSE plans, KPIs, and performance targets.

  • Health & Safety ManagementEnsure compliance with occupational health and safety laws, regulations, and guidelines.
  • Monitor and analyze incidents, near misses, and unsafe conditions to identify root causes and preventive measures.
  • Lead safety inspections, audits, and drills across sites or business units.
  • Facilitate employee training on safety awareness, emergency preparedness, and hazard control.

  • Security ManagementImplement site security protocols including access control, emergency response, and incident reporting.
  • Liaise with internal and external security stakeholders to assess and mitigate risks to personnel and assets.
  • Respond to security threats or breaches and conduct investigations where needed.

  • Environmental ManagementEnsure environmental policies and procedures are in place and enforced, including waste disposal, emissions control, and resource usage.
  • Monitor environmental performance and compliance with national/international environmental standards (e.g., ISO 14001).
  • Lead environmental impact assessments and sustainability initiatives.

  • Regulatory Compliance & ReportingStay updated with changes in local and international HSSE laws and regulations.
  • Maintain accurate records and submit mandatory reports to regulatory authorities.
  • Support internal and external audits and regulatory inspections.

  • Culture & Continuous ImprovementChampion a culture of safety, accountability, and operational discipline.
  • Drive continuous improvement by implementing lessons learned from incidents and audits.
  • Develop safety engagement programs, toolbox talks, and leadership walk-downs.

  • People Management (if applicable)Lead and mentor a team of HSSE officers or specialists.
  • Develop competency frameworks and training plans for HSSE staff.

QUALIFICATIONS, EXPERIENCE & SKILLS:

  • Saudi National
  • Bachelor's degree in HR, Business Administration or any related field.
  • MBA is a plus
  • Professional certificates in HR are a plus
  • 5+ years in the fields of HR, with 3 years in HSSE
