Job Description
Key Responsibilities
1. Employee Full Lifecycle Management
Manage HRSSC operations covering the full lifecycle of Dubai-based employees — onboarding, probation confirmation, job transfer, salary adjustment, contract renewal, resignation, and termination. Complete personnel information entry, Personal Information Record organization, employment contract signing and archiving, and maintain data accurately, completely, and traceably.
2. HRSSC Process and System Development
Sort out, draft, update, and optimize HRSSC-related systems, policies, SOPs, and operation guidelines. Identify process issues, analyze root causes, propose improvement plans, and drive continuous optimization and implementation.
3. Cross-departmental Task Promotion and Closed-loop Management
Independently manage daily affairs and special projects related to HRSSC and PRO. Collaborate with HRBP, TA, Payroll, Admin, and Finance teams. Proactively follow up on key milestones, identify risks and abnormalities, drive problem resolution, and take ownership of final delivery and closed-loop completion.
4. Attendance and Payroll Support
Check, count, and summarize employee attendance, leave records, and related HR data. Liaise with local teams and the Payroll team to assist in monthly payroll calculation, WPS-related data preparation, and maintaining the daily HRSSC ledger and reports.
5. Employee Services and Policy Implementation
Respond to daily HR inquiries related to onboarding, contracts, attendance, leave, benefits, offboarding, and local labor policies. Assist in the promotion, interpretation, and implementation of Group HR policies in the UAE.
6. UAE Visa and PRO Services
Responsible for or assisting with UAE visa and PRO matters, including new application, renewal, and cancellation of work visas, residence procedures, Emirates ID application and renewal, fingerprint registration, etc. Continuously follow up on processing progress and results.
7. Liaison with Government Authorities and External Institutions
Liaise with MOHRE, GDRFA, ICP, and other relevant government authorities or external service providers. Handle daily affairs related to employment, visas, residence permits, and personnel compliance.
8. Local Labor Compliance Support
Assist with UAE labor compliance matters, including employment contracts, WPS, labor cases, Emiratisation rate, government inspections, approvals, and rectification. Identify potential compliance risks and promote proper resolution.
9. PRO and Compliance Ledger Management
Establish and maintain ledgers for visas, government affairs, and compliance matters. Implement standardized archiving of government documents, approvals, receipts, and related materials. Track changes in UAE labor, visa, and related policies, and update the supervisor on impacts and recommendations.
Job Requirements
1. Experience
- Minimum 3 years in HR Operations, HRSSC, HR Generalist, or PRO roles.
- Familiar with UAE labor laws and local HR processes including visa, work permit, Emirates ID, WPS, and government/enterprise administrative procedures.
- Experience serving local entity companies is preferred.
- Familiar with core HRSSC processes: onboarding, employee movement, contract management, attendance tracking, payroll support, and offboarding.
- Hands-on experience in UAE local employee lifecycle management.
2. Competencies
- Strong logical analysis, process sorting, and written communication skills.
- Experience independently drafting HR systems, policies, SOPs, or process documents.
- Proficient in Excel, including VLOOKUP, IF, and other common formulas, with sufficient data processing capability.
- Highly proactive, strong sense of ownership and result orientation.
- Capable of independently breaking down tasks, coordinating resources, and driving progress to closure.
3. Language
- Proficient in English as a working language.
- Able to communicate seamlessly with government officials and local employees.
- Skilled in Excel and common office software.
4. Other Requirements
- Valid Dubai driving license and ability to commute and handle errands independently preferred.
- Familiarity with Dubai government department locations and operational rules.
- Strong emergency problem-solving skills.
- No record of non-compliant handling of official matters.
