HR Division Manager | Abu Dhabi Government Entity

About the role

A local Abu Dhabi Government entity is seeking a senior HR Division Manager to lead its enterprise‑wide people agenda. This role partners closely with executive leadership to translate organisational and government priorities into effective workforce planning, talent, performance, and employee experience outcomes.

You will lead senior HR teams across workforce planning and recruitment, talent management, employee relations, and learning and development—ensuring compliant, consistent, and high‑impact HR practices across the entity.

What you'll do

  • Lead organisation‑wide HR and workforce strategy aligned with Abu Dhabi Government frameworks
  • Oversee core HR areas including workforce planning, recruitment, performance management, talent and succession
  • Partner with leadership on organisation design, competencies, career pathways, and capability building
  • Ensure robust governance of HR policies, rewards, employee relations, and compliance
  • Build and lead a high‑performing HR leadership team

What matters for this role

  • Demonstrated experience leading HR strategy and operations in a complex, regulated, or government environment
  • Ability to influence senior stakeholders and align people practices to organisational goals
  • Strong judgement in policy, organisational design, and employee relations
  • Experience leading senior HR professionals and managing change

To be successful in this role, candidates must demonstrate:

  • A bachelor's degree in human resources, business administration, public administration, or a related discipline; a postgraduate qualification is an advantage
  • Minimum 9–11 years of progressive HR experience, with a substantial portion at a senior or leadership level overseeing multiple HR functions
  • Demonstrated experience leading enterprise‑level HR strategy and operations, including workforce planning, talent management, performance management, and employee relations
  • Proven ability to partner with executive or senior leadership to translate organisational strategy into effective people and workforce solutions
