Job Description

Job Purpose:

The HR Generalist is responsible for establishing and managing the Human Resources function for a newly established business operation in Egypt. This role will lead the implementation of HR policies, processes, and systems while ensuring full compliance with Egyptian Labour Law and statutory regulations.

The successful candidate will manage the complete employee lifecycle, including recruitment, onboarding, payroll, employee relations, performance management, compensation and benefits, compliance, and offboarding. This position requires a hands-on HR professional with previous experience supporting start-up or greenfield operations and the ability to build HR processes from the ground up.

Key Responsibilities:

HR Set-up & Process Development

  • Establish and implement HR policies, procedures, and processes aligned with business objectives and local legislation.
  • Develop and maintain employee handbooks, HR forms, templates, and documentation.
  • Implement HR systems and ensure accurate employee record management.
  • Build scalable HR practices to support business growth.
  • Continuously improve HR processes and operational efficiency.

HR Compliance & Government Relations:

  • Ensure full compliance with Egyptian Labour Law and all applicable employment regulations.
  • Manage employee registration with the Social Insurance Authority and other relevant government entities.
  • Coordinate all employment-related documentation required by government authorities.
  • Liaise with legal advisors and external authorities regarding employment matters.
  • Ensure employment contracts and HR documentation comply with legal requirements.
  • Monitor legislative updates and implement required policy changes.
  • Support internal and external HR compliance audits.

Recruitment & Onboarding:

  • Manage the end-to-end recruitment process in partnership with hiring managers.
  • Prepare employment offers and employment contracts.
  • Coordinate pre-employment documentation.
  • Manage onboarding and induction for new employees.
  • Ensure a seamless onboarding experience for all new hires.

Employee Relations:

  • Serve as the primary HR contact for employees and managers.
  • Provide guidance on HR policies and procedures.
  • Handle employee grievances, disciplinary matters, and workplace investigations.
  • Foster a positive and productive work environment.
  • Support employee engagement and retention initiatives.
  • Performance Management
  • Coordinate probation reviews and annual performance evaluations.
  • Support managers with performance improvement plans (PIPs).
  • Monitor completion of performance reviews.
  • Assist in talent development and succession planning initiatives.

Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, Commerce, or a related field.
  • Professional HR certification such as CIPD, SHRM-CP, PHRi, or equivalent is preferred.

Experience:

  • Minimum 5–8 years of progressive HR Generalist experience.
  • Previous experience establishing or supporting HR operations for a start-up, greenfield project, or newly established business.
  • Proven experience managing the complete employee lifecycle independently.
  • Strong payroll administration experience.
  • Experience dealing directly with government authorities and statutory bodies in Egypt.
  • Experience implementing HR policies, procedures, and HR systems from scratch is highly preferred.

Technical Knowledge:

  • The ideal candidate should possess strong knowledge of:
  • Egyptian Labour Law.
  • Social Insurance regulations.
  • Payroll administration and statutory deductions.
  • Employment contracts and legal documentation.
  • HR operations and employee relations.
  • Compensation and benefits administration.
  • HRIS and payroll systems.
  • Microsoft Office, particularly advanced Excel.
