Oversee full-cycle HR operations for the UAE branch, including recruitment, compensation & benefits, employee relations, and performance management.
Ensure all HR practices comply with UAE Labor Law and relevant government regulations. Handle all government-related HR procedures, including but not limited to: MOHRE processes, ICP visa and residency formalities, GPSSA pension contributions, etc.
Implement Emiratisation (Tawteen) policies, ensuring the company meets local hiring quota requirements.
Manage the full employee lifecycle (onboarding, transfer, contract renewal, offboarding), ensuring all procedures are compliant and complete.
Serve as the communication bridge between Chinese management and UAE local staff, promoting cross-cultural understanding and team cohesion.
Assist in drafting and updating local HR policies and employee handbooks in line with local laws and practices.
Monitor HR budget and provide regular HR data analysis reports to headquarters.
Qualifications
1. Work Experience
Bachelor's degree or above in HR Management, Business Administration, Law, Arabic, or related fields.
5-10 years of total HR experience, with hands-on experience covering at least three of the following: recruitment, C&B, employee relations, compliance.
Minimum 2 years of hands-on, full-cycle HR experience in the UAE, which must include independent handling of government systems (MOHRE, ICP, GPSSA, etc.) and familiarity with Emiratisation policies.
2. Professional Skills
Knowledge of UAE Labor Law and government procedures.
Familiar with local recruitment channels, compensation trends, and HR best practices.
3. Language Proficiency
English: Fluent (mandatory) - able to effectively communicate with local staff, third parties, and government entities.
Chinese (Mandarin): Plus - candidates with Arabic communication skills are preferred.
Arabic: Plus - candidates with Arabic communication skills are preferred.
4. Core Competencies
