Job Summary
The HR Manager is responsible for leading and managing the Human Resources function across all HR disciplines. The role ensures the effective delivery of HR services, compliance with labor laws and company policies. The HR Manager partners with business leaders to align people strategies with the company's business objectives while fostering a high-performance culture and continuously improving HR processes and practices.
Key Responsibilities
- Lead the overall Human Resources function and ensure alignment of HR strategies with organizational objectives.
- Develop, review, and implement HR policies, procedures, and governance frameworks.
- Oversee HR budgeting and resource planning.
- Manage annual salary reviews, compensation adjustments, and HR-related organizational changes.
- Maintain and update the organizational structure and workforce planning.
- Prepare and communicate HR announcements and organizational communications.
- Lead HR transformation and continuous improvement initiatives.
- Ensure compliance with local labor laws, HR regulations, and company policies.
- Oversee the complete employee lifecycle, including onboarding, probation, transfers, promotions, resignations, offboarding, exit interviews, clearances, and final settlements.
- Manage payroll administration, including overtime, allowances, deductions, payroll tax, bank transfers, and salary payments.
- Administer government relations activities, including social insurance, labor office requirements, work permits, GOSI/social insurance forms, medical insurance administration, medical checkups, and retirement processes.
- Oversee employee records, HRIS administration, employment letters, salary certificates, and document management.
- Ensure proper handling of employee investigations, disciplinary actions, grievances, and legal employment matters.
- Coordinate contract renewals, employee benefits administration, and leave management.
- Lead the performance management cycle, including goal setting, probation reviews, annual performance reviews, and performance improvement initiatives.
- Develop and implement learning and development strategies, including training needs analysis, internal and external training programs, technical certifications, digital learning initiatives, and vendor management.
- Drive organizational development initiatives to improve organizational effectiveness and employee capability.
- Lead employee engagement initiatives, including surveys, recognition programs, employee events, orientation programs, and internal communication.
- Support succession planning, talent development, and career progression initiatives.
- Monitor employee engagement metrics and recommend continuous improvement initiatives.
- Develop and execute recruitment strategies to attract qualified talent.
- Manage the full recruitment lifecycle, including workforce planning, job descriptions, sourcing, interviewing, selection, offer management, and onboarding.
- Build and strengthen employer branding initiatives.
- Manage relationships with recruitment agencies and external consultants.
- Oversee onboarding, induction, welcome programs, and joining formalities.
- Supervise internship, graduate trainee, and student programs.
- Coordinate IT asset requests and onboarding requirements for new employees.
- Lead, coach, and develop the HR team to ensure high performance and continuous development.
- Establish HR KPIs and monitor departmental performance.
- Prepare HR dashboards, reports, and analytics to support business decisions.
- Partner with senior leadership on workforce planning, organizational effectiveness, and strategic HR initiatives.
- Promote a culture of collaboration, accountability, diversity, and continuous improvement.
Qualifications and Experience
- Bachelor's degree in human resources, Business Administration, or a related field. A master's degree and/or professional HR certification (CIPD, SHRM, PHR, SPHR, etc.) is preferred.
- 10–15 years of progressive HR experience, with at least 5 years in an HR leadership role.

- Experience with HRIS and HR reporting systems.
- Experience within the facilities management, engineering, or services industry is considered an advantage.
