Job Description
A confidential government entity in Riyadh is seeking an experienced Human Resources Operations Manager to lead and optimize core HR operational functions. The role is responsible for ensuring efficient, compliant, and service-oriented HR operations across the employee lifecycle, including personnel administration, employee relations, HR policies and procedures, government-related HR compliance, payroll coordination, HR systems, and reporting.
The ideal candidate will bring strong operational discipline, sound knowledge of HR practices and Saudi labor regulations, and the ability to improve processes while maintaining high standards of confidentiality, accuracy, and employee service.
Key Responsibilities
- Lead day-to-day HR operations and ensure the smooth execution of all core HR processes.
- Oversee employee lifecycle activities including onboarding, contract management, transfers, promotions, leave administration, and separation processes.
- Ensure HR operations are fully compliant with internal policies, governance standards, and applicable labor laws and regulations in Saudi Arabia.
- Manage and continuously improve HR policies, procedures, workflows, and service delivery standards.
- Supervise personnel records management and ensure data accuracy, document control, and confidentiality of employee information.
- Coordinate payroll inputs with relevant internal stakeholders to ensure timely and accurate salary processing.
- Monitor employee attendance, leave balances, and related HR administrative processes.
- Support employee relations matters by addressing operational HR issues in a professional and timely manner.
- Liaise with government portals and relevant authorities on HR-related compliance requirements, registrations, and documentation as needed.
- Generate HR reports, dashboards, and operational insights to support management decision-making.
- Drive process improvement initiatives to enhance efficiency, control, and employee experience.
- Partner with internal departments to ensure HR operations are aligned with organizational needs and business priorities.
- Lead, coach, and develop the HR operations team to ensure high performance and service excellence.
- Support audits, compliance reviews, and internal control requirements related to HR operations and records.
Qualifications and Experience
- Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field.
- Minimum 68 years of progressive HR experience, with at least 23 years in a managerial or supervisory HR operations role.
- Strong knowledge of HR operations, employee services, and personnel administration.
- Good understanding of Saudi Labor Law and HR compliance requirements.
- Experience working within structured, regulated, or large-scale organizations is preferred.
- Familiarity with HR systems, ERP platforms, and government portals such as Mudad, Qiwa, GOSI, Muqeem, and related platforms is an advantage.
- Strong analytical, organizational, and problem-solving skills.
- High attention to detail and ability to manage sensitive information with discretion.
- Strong communication and stakeholder management skills.
- Professional fluency in Arabic and English is preferred.
