Human Resources Specialist (HR Specialist)
Location: Riyadh, Saudi Arabia
Key Responsibilities
Recruitment & Staffing
- Manage full recruitment cycle: manpower planning, sourcing, screening, interviewing, selection, onboarding, and probation follow-up.
- Prepare job advertisements and coordinate with hiring managers.
- Issue job offers and employment contracts.
- Maintain recruitment trackers and hiring reports.
HR Operations
- Handle full employee lifecycle (hiring, transfer, promotion, probation confirmation, termination).
- Maintain accurate and confidential employee records (digital & physical).
- Prepare HR letters, certificates, and internal communications.
- Manage onboarding/offboarding including system access and asset clearance.
- Support performance appraisal documentation.
Attendance, Leave & Discipline
- Monitor attendance, absenteeism, overtime, and leave through HR systems (Odoo preferred).
- Ensure compliance with attendance policies.
- Prepare monthly attendance and disciplinary reports.
- Issue warnings and disciplinary actions per Saudi Labor Law.
Payroll Coordination
- Prepare and review monthly payroll accurately and on time.
- Coordinate with Finance for salary disbursement.
- Manage payroll adjustments, deductions, allowances, and EOSB calculations.
- Ensure payroll documentation is audit-ready.
Government Platforms & Compliance
- Manage employee records on Qiwa, GOSI, Mudad, and Muqeem.
- Handle iqama renewals, work permits, registrations, and contracts.
- Ensure compliance with Saudi Labor Law and MHRSD requirements.
- Monitor Saudization (Nitaqat) status.
Policies, ISO & Governance Support
- Develop and update HR policies and procedures.
- Track Saudi Labor Law updates and ensure internal compliance.
- Support ISO systems (ISO 9001 / HSEQ / HR Governance).
Organization Structure & Job Descriptions
- Develop and maintain job descriptions.
- Support organizational structure improvements and manpower planning.
HR Systems & Digitalization
- Maintain HR data in ERP systems (Odoo preferred).
- Ensure employee documents are complete and properly classified.
- Support HR automation initiatives.
Training & Development
- Coordinate internal training programs and maintain training records.

Qualifications
Education
Bachelor's degree in Human Resources, Business Administration, Management, or related field.
Experience
47 years HR experience in Saudi Arabia (consulting/engineering preferred).
Hands-on experience with Qiwa, GOSI, Mudad, Muqeem.
Experience with payroll, HR operations, ERP (Odoo preferred).
ISO exposure is a plus.
Skills
Saudi Labor Law knowledge.
High attention to detail.
Strong communication.
MS Office proficiency.
Arabic, English required
