Job Description

The International Committee of the Red Cross (ICRC) Regional Delegation for GCC countries has an opening for a position of Humanitarian Affairs Advisor based in Riyadh, Saudi Arabia with possible travels both internally and externally.

PURPOSE

The Humanitarian Affairs Adviser for Riyadh enables the KSA Delegation to understand and influence the wider humanitarian environment in KSA. S/he identifies and maps relevant stakeholders and designs effective ICRC operational updates and policy briefs to deliver an engagement with humanitarian, multilateral and regional fora for the KSA stakeholders as in line with the GCC strategy.

Responsibilities include but not limited to:

  • Advises and supports the KSA Head of Delegation, providing high-quality analysis and reporting on national, regional (GCC), and international developments relevant to humanitarian action, policy, and fundraising.
  • Develops and maintains a strong network of interlocutors, engaging with government, diplomatic, and institutional actors; participates in meetings; and contributes to strengthening the ICRC's acceptance and positioning in KSA and the GCC region.
  • Designs, plans, and implements outreach and diplomatic engagement activities, coordinating closely with other departments, ICRC file holders, and the Regional Policy Manager.
  • Serves as the focal point for diplomatic engagements and high-level visits, drafting strategies, plans of action, and supporting the organization and follow-up of high-level meetings.
  • Provides timely political, security, economic, and social analysis to inform strategic decision-making and the implementation of ICRC programs and activities in KSA and the region.
  • Develops and maintains analytical tools and reporting systems, including stakeholder mapping and regular summaries of key developments, tailored to evolving operational and policy needs.
  • Supports program coordinators and contributes to joint analytical exercises, ensuring coherent and informed program implementation and planning across departments.
  • Drafts speeches, talking points, and briefing files for interactions between ICRC senior leadership and key Saudi stakeholders, ensuring consistent messaging aligned with strategic objectives.

Certifications/Education Required

  • University degree in relevant subject (e.g., international relations, social and/or political sciences)
  • Master's degree or specialization in a related subject/policy issue an asset, including on Diplomacy.
  • Fluent command of English and Arabic both written and spoken.
  • Computer proficiency (Windows environment, Microsoft, and online collaboration tools).

Professional Experience Required

  • Typically, 6-9 years overall related professional experience.
  • At least 5 years experience in humanitarian or political/diplomatic affairs.
  • People management experience is an asset.
  • Proven experience in cultivating networks and influencing others.
  • Solid understanding of national/regional relations and their interplay with the humanitarian affairs.
  • Strategic understanding of national/regional/global relations and their interplay with humanitarian affairs.
  • Knowledge of multilateral organizations, agencies and platforms.
