This position will provide expert support for the development, implementation and maintenance of the eHealth Program and Ministry's-wide Integration strategy ensuring comprehensive Integration management systems and processes are implemented in accordance to government and international standards. The role involves a deep and technical understanding of HL7 interfaces, with the ability to design and implement interfaces, and apply best practices in the development of the country’s health ecosystem.

  • Develop, implement, and maintain the eHealth Integration Framework which will facilitate and fully support the seamless integration of disparate eHealth systems, providing clinical and business staff with an exceptional user experience.
  • Represent eHealth Department for guiding the Health Sector to integrate Electronic Medical Records (EMRs) and clinical systems data to the eHealth platform and national health system.
  • Work with Data Standards and Policies division of eHealth on required standards and policies for integration and data exchange.
  • Support the development and maintenance of integration policies along with specific supporting policies, ensuring successful implementation, appropriate authorization, commitment and endorsement from Ministry's senior management and business management.
  • Lead the development and lifecycle of HL7 V2 messages and HL7 FHIR profiles for health

system integrations.

  • Lead Working Groups for Central Platform and Interoperability and participate in other Working Groups where required.
  • Collaborate with clinical and technical teams to gather requirements for interface design.
  • Develop and maintain interface specifications.
  • Configure and customize interface engines or middleware for data integration.
  • Test interfaces for functionality and data accuracy.
  • Troubleshoot and resolve interface-related issues.
  • Implement data transformation and mapping processes as needed.
  • Monitor and manage data feeds, ensuring data integrity and compliance with industry standards (HL7, FHIR, etc.)
  • Continuously monitor and evaluate interface performance.
  • Identify opportunities for optimization and efficiency improvements.
  • Implement enhancements to streamline data exchange processes.
  • Lead integration activities with internal MOPH systems to integrate with the eHealth

ecosystem.

  • Lead integration activities with external agencies to integrate with eHealth systems.
  • Coordinate interactions between enterprise integration management and other processes, especially service level management, availability management, IT service continuity management and organizational integration management.
  • Collaborate with internal teams, including IT, clinical, and administrative staff, to understand their data needs and requirements.
  • Communicate effectively with external vendors and partners for interface development and support.
  • Maintain a set of integration controls and documentations, and regularly review and audit

all controls and procedures.

Experience And Qualifications

  • A bachelor’s degree in clinical /Paramedical is required.
  • Minimum 7 years’ experience in relevant role.
  • Experience and knowledge of implementing national health information exchange, electronic prescribing, pharmaceutical supply chain management and diseases condition management is beneficial.
  • Hands-on experience with developing interfaces.
  • Experience with implementing healthcare systems and interoperability models.
  • Excellent HL7 and FHIR coding experience.
  • Good technical knowledge and hands-on experience with manipulating HL7 messages,

triggering events and segments.

  • Good knowledge of Health Information Exchange workflows and clinical exchange standards.
  • Good knowledge of clinical coding systems.
  • Experience with developing interface specifications and interoperability frameworks.
  • Experience with developing an interface inventory.
  • Experience with using Rhapsody and other relevant Enterprise Integration Engines.
  • Experience in working with vendors to coordinate the implementation and integration of

clinical systems and applications.
