Job Description
About the Role:
Reporting to the Planning & Logistics Manager, the Interface & Supervision Section Head leads the 3rd Parties Interface & Supervision Engineers and Third-Party Coordinators. The role manages company's technical and contractual interfaces with SOAC, Infrastructure Works Providers and specialist service providers, including MMIS performance verification and asset handover/hand-back coordination. It ensures contractor compliance, technical readiness and controlled escalation within delegated authority.
Key Responsibilities:
- Lead the Interface & Supervision Section, directing team priorities, performance, competence, coordination and escalations.
- Manage contractor technical interfaces; review and endorse technical submittals, method statements and risk assessments within delegated authority; and coordinate access, isolations, possessions and permit-to-work requirements.
- Receive monthly MMIS maintenance reports, verify performed versus scheduled activities, identify deviations and maintain supporting records and correspondence.
- Consolidate contractor performance, KPI, non-conformance and deviation information and route reports and significant issues through the approved DBEE/NAT escalation path.
- Lead the end-to-end asset handover and hand-back process and maintain the Asset Handover Plan, procedures, work instructions and status register.
- Coordinate pre-handover inspections with RAMS and discipline specialists, verifying physical condition and the completeness of as-built drawings, O&M manuals, commissioning records, RAMS evidence and OEM warranties.
- Govern snag-list preparation, tracking and close-out, hand-back readiness, and transfer of approved handover information into the asset-information and CMMS governance process.
- Confirm technical readiness and recommend handover or hand-back acceptance to the authorized signatory; do not vary contract scope, price or time, settle claims, waive obligations or grant final acceptance without written authority.
- Monitor Infrastructure Works Provider compliance, follow corrective actions to closure and submit procedural or organizational improvements through the Management of Change process where required.
Qualifications:
- Bachelor's degree in civil, Mechanical, Electrical, Systems Engineering or a related engineering discipline — required; postgraduate project or contract management qualification — desirable.
- Minimum 10 years of relevant experience on major infrastructure, transport or railway projects, including at least 3 years leading an interface-management, contractor-supervision or contract-administration team.
- Demonstrated experience managing multidisciplinary contractors and specialist service providers.
- Experience reviewing technical submittals, method statements and risk assessments.
- Experience monitoring contractual KPIs, non-conformances, deviations and corrective-action close-out.
- Practical asset handover/hand-back, testing and commissioning documentation, and snag-list management experience.
- Experience coordinating contractor access, isolations, possessions and permit-to-work requirements.
- Working knowledge of FIDIC or comparable works and maintenance contracts.
- Working knowledge of CMMS/MMIS records, railway RAMS and safety principles, and applicable Egyptian HSE requirements.
- Fluent Arabic and strong written and spoken English — required; PMP or a recognized contract-management qualification — preferred.
