The Applications Team Lead / Project Manager is responsible for leading a portfolio of applications and projects, ensuring effective project delivery, application lifecycle management, operational support and continuous improvement.

The role leads project teams and works closely with business stakeholders, Applications, Infrastructure, Data, Cybersecurity teams and vendors to translate business needs into practical solutions, manage delivery dependencies and risks, and ensure solutions are implemented successfully and sustainably.

The role requires a hands-on and delivery-focused individual who can balance project management, team leadership, stakeholder engagement and technology understanding, while driving modernisation and adoption of better engineering and delivery practices.

Primary Objectives of Position

  • Deliver assigned IT projects and application initiatives successfully within agreed scope, schedule, budget and quality.
  • Lead and develop the application team, ensuring clear ownership, accountability and effective allocation of work.
  • Ensure applications under the team's responsibility remain reliable, supportable, secure and fit for business needs.
  • Strengthen project governance, delivery discipline, risk management and implementation follow-through.
  • Build strong partnerships with business stakeholders and act as a trusted technology advisor.
  • Drive application modernisation, process improvement and adoption of appropriate new technologies.

Major Responsibilities

Project & Delivery Management

  • Lead end-to-end delivery of application projects from initiation, requirements and planning through implementation, deployment and post-implementation support.
  • Establish project scope, plans, schedules, budgets, resources, deliverables and success measures.
  • Manage project risks, issues, dependencies, changes and decisions, and drive timely resolution of delivery bottlenecks.
  • Coordinate activities across internal teams, business stakeholders and vendors to ensure effective implementation.
  • Monitor project progress and provide clear and timely status reporting to management, project committees and stakeholders.
  • Ensure appropriate project governance, documentation, testing, operational readiness, security assessment, deployment and handover are completed.
  • Take ownership of delivery outcomes and intervene proactively where projects are at risk.

Applications & Team Leadership

  • Lead, guide and support team members in project delivery, application support and continuous improvement.
  • Assign projects and responsibilities based on organisational priorities, workload and team capabilities.
  • Establish clear ownership and accountability for applications and project deliverables.
  • Coach and develop team members and encourage adoption of modern technologies, engineering practices and delivery methodologies.
  • Work with the team to resolve application, project and operational issues requiring cross-functional coordination.
  • Promote collaboration, knowledge sharing and continuous improvement within the team.

Stakeholder & Business Partnership

  • Engage business stakeholders to understand their objectives, operational challenges and requirements.
  • Translate business needs into practical, scalable and sustainable technology solutions.
  • Act as a trusted technology partner and provide appropriate advice on solution options, feasibility, risks, costs and implementation approaches.
  • Challenge requirements constructively where opportunities exist to simplify processes, improve user journeys or achieve better business outcomes.
  • Maintain strong stakeholder relationships throughout project delivery and application lifecycle.

Application Lifecycle & Modernisation

  • Manage applications under the team's portfolio throughout their lifecycle, including enhancements, upgrades, technology refresh, modernisation and retirement.
  • Identify opportunities to simplify, consolidate, re-engineer or replace legacy applications.
  • Support application modernisation through appropriate use of cloud, APIs, integration platforms, DevOps, CI/CD, automation and modern development practices.
  • Ensure solutions are designed with appropriate consideration for scalability, maintainability, security, supportability and cost.
  • Work closely with Infrastructure, Cybersecurity, Data and other technology teams on solution implementation and operationalisation.

Vendor & Commercial Management

  • Manage vendors throughout project delivery and application support engagements.
  • Participate in requirements definition, solution evaluation, procurement, contract and commercial discussions where required.
  • Monitor vendor deliverables, milestones, service levels, quality and performance.
  • Ensure vendors fulfil contractual commitments and address performance or delivery issues promptly.
  • Drive value-for-money while ensuring solutions remain sustainable and supportable.

Governance, Quality & Continuous Improvement

  • Ensure projects and applications comply with established IT governance, cybersecurity, architecture, SDLC and operational requirements.
  • Strengthen project documentation, implementation controls and delivery practices.
  • Identify opportunities to automate manual activities and improve development, deployment and support processes.
  • Conduct or support project reviews, lessons learnt and improvement initiatives.
  • Maintain appropriate application, technical, operational and project documentation.

Innovation & Emerging Technology

  • Keep abreast of relevant technology developments and assess their practical applicability to business and operational needs.
  • Explore opportunities to apply AI/ML, Generative AI, automation, cloud and other emerging technologies where they can deliver meaningful business value.
  • Support proof-of-concepts and experimentation where appropriate, with a focus on progressing viable solutions into sustainable enterprise services.
  • Encourage the team to continuously learn and adopt relevant modern technologies and practices.

Job Specifications

Minimum Education / Qualifications

  • Degree or Diploma in Computer Science, Information Technology, Software Engineering or a related discipline.
  • PMP, PRINCE2 or equivalent recognised project management certification is preferred.

Minimum Years of Relevant Experience

  • At least 7-8 years of relevant experience in application development, application management, IT project delivery or related technology roles.
  • At least 3 years of experience managing IT projects and/or leading project or application teams.
  • Proven experience delivering medium-to-large IT projects involving multiple stakeholders, technology teams and vendors.
  • Experience managing enterprise applications across project delivery and operational environments.
  • Experience in vendor and contract management is preferred.

Knowledge/Skills

  • Strong project management capability covering scope, schedule, budget, resources, risks, issues, dependencies and stakeholder management.
  • Strong understanding of SDLC and Agile, Waterfall or hybrid delivery methodologies.
  • Good understanding of enterprise applications, system integration, APIs, databases and application architecture.
  • Familiarity with cloud platforms, DevOps, CI/CD and modern application delivery practices.
  • Good understanding of application support, operational readiness and application lifecycle management.
  • Strong analytical, problem-solving and decision-making skills.
  • Strong stakeholder and vendor management capability.
  • Strong written and verbal communication, presentation and reporting skills.
  • Experience with Design Thinking, service journey improvement, AI/ML or Generative AI is an advantage.
