Key Responsibilities
Vendor Coordination & Governance
- Act as the institutional liaison with the consultancy company, ensuring clarity on deliverables, timelines, and milestones.
- Monitor vendor implementation plans and confirm contractual obligations are met.
- Validate licensing and ownership of software is properly registered under KISR.
Technical Oversight
- Ensure the platform is delivered as a turnkey solution, fully operational at sign-off and go-live.
- Confirm web-based design, bilingual (Arabic/English) support, and integration with Kuwait Mobile ID.
- Validate infrastructure requirements, including Linux server and PostgreSQL database implementation.
- Oversee compliance with Kuwaiti laws, CITRA regulations, and ISO 9001/27001 principles.
Quality System Assurance
- Ensure vendor deliverables follow recognized quality system practices for reliability, security, and sustainability.
- Review vendor-provided quality assurance measures and confirm corrective actions are implemented.
- Monitor reporting dashboard functionality, quality assurance of lab data, and database health.
Training & Capacity Building
- Confirm the consultancy company delivers structured training programs, online materials, and multimedia support.
- Oversee the establishment of a support system and learning center (Q&A) for labs and clients.
- Document processes, prepare operational manuals, and mentor KISR IT staff to independently manage, maintain, and govern the platform after contract completion.
Deliverables Validation
- Ensure delivery of a fully functional live platform meeting all specified RFP functionalities.
- Review comprehensive documentation, including user manuals and technical guides.
- Validate support and maintenance plans, including SLA, backup, and disaster recovery provisions.
Required Qualifications
- Bachelor's Degree in Computer Science.
- Minimum 10 years of experience in developing technical platforms, cybersecurity, and IT governance.
- Professional certifications such as CISSP, CISM, ISO/IEC 27001 Lead Auditor, ITIL, or COBIT are preferred.
- Strong experience in supplier relations and technical reporting.
- Fluency in both Arabic and English.
