Stellar Information Technologies is a Dubai-based technology staffing and digital innovation company serving 80+ clients across the GCC. We're building out our internal delivery infrastructure to support hybrid Agile/Waterfall project execution across our client engagements — and we need someone who can own JIRA end-to-end to make that happen.
Role Overview
We're hiring a JIRA Administrator and Configurator to take full ownership of Stellar's JIRA environment — from implementation and configuration through training and post go-live support. This isn't a support-desk role. You'll be the person who translates how our teams actually deliver work (a mix of Waterfall and Agile, often within the same project) into a JIRA setup that just works — for the developers in the sprint, the PMs tracking milestones, and leadership looking at the portfolio view.
You'll need strong hands-on JIRA configuration expertise, an eye for how AI-enabled tools and Confluence fit into the workflow, and the ability to sit with business stakeholders and turn here's what we need into a scalable, governed JIRA solution.
What You'll Own
- Executive & Portfolio Dashboards Build and maintain an executive-level dashboard that rolls up multiple projects into one leadership view, plus dedicated Project Manager dashboards for day-to-day tracking.
- Critical Path Visualization Configure critical path tracking for our Kanban-Waterfall hybrid projects, using JIRA's native capabilities, plugins, or custom reporting.
- Hybrid Delivery Model Setup Design and maintain our hybrid model in JIRA:
- Requirements & Design → Waterfall
- Development → Agile (Sprint-based)
- SIT & UAT → Waterfall
- Workflow Schemes & Field Configuration Manage workflow schemes, issue types, screens, and field configurations across Scrum and hybrid projects, keeping everything consistent with governance standards.
- Standard Project Templates Build and maintain a standard project template for consistent use across all Waterfall projects.
- Reporting Build and maintain custom reports and dashboards covering project progress, sprint metrics, milestone status, testing progress, portfolio KPIs, and executive summaries.
What You Bring
Experience & Education
- Bachelor's degree in Computer Science, MIS, Information Technology, Business Information Systems, or equivalent
- Minimum 7 years of JIRA configuration and administration experience
- At least 5 full-lifecycle JIRA implementations across Scrum, Kanban (company-managed), and Team-managed (portfolio) project types
- Hands-on experience with JIRA workflows, schemes, and automation rules
- Strong grasp of JIRA implementation methodologies and best practices
- Government/public sector experience in service process design across Waterfall and Agile is a plus
- Experience integrating JIRA with AI-powered tools is a plus
Technical Skills
- Strong hands-on JIRA administration (Cloud and/or Data Center) — users, groups, roles, permissions
- Expertise configuring workflows, workflow schemes, issue types, screens, screen schemes, and field configurations
- Hands-on experience with JIRA Software (Scrum & Kanban), JIRA Service Management, and JIRA Work Management
- Experience with Advanced Roadmaps for cross-project/program-level portfolio planning
- Strong JQL skills for filters, dashboards, and custom reports
- Experience building dashboards, gadgets, and reports (burndown, velocity, sprint, milestone, executive-level)
- Experience configuring permission, notification, and security schemes in line with governance requirements
- Working knowledge of JIRA Automation (rules, triggers, conditions, actions)
- Experience integrating JIRA with Confluence, other Atlassian products, and third-party/AI-enabled tools (Slack/Teams, AI assistants and plugins)
- Familiarity with the Atlassian Marketplace and evaluating/installing/configuring add-ons
- Groovy scripting and ScriptRunner experience is a plus
- Understanding of REST APIs for external system integration
- Experience with user provisioning/authentication (SSO/SAML, LDAP/Active Directory)
- Experience with data migration, import/export, and JIRA instance consolidation or upgrades
- Solid grasp of Agile (Scrum/Kanban) and Waterfall methodologies, and ability to configure JIRA for hybrid delivery
