Job Purpose:
To support both tendering (pre-award) and technical office (post-award) activities by assisting in cost estimation, tender preparation, technical documentation, and execution support. The role aims to ensure accurate pricing, technical compliance, and smooth coordination between tendering, procurement, and project execution teams under direct managerial supervision.
Accountabilities:
A. Tendering & Estimation Support (Pre-Award Phase):
- Assist in studying tender documents including drawings, specifications, BOQs, scope of work, and contract conditions.
- Support preparation of tender study reports by analyzing project scope and requirements.
- Perform quantity take-offs based on tender drawings and BOQs.
- Assist in preparing cost estimations covering materials, labor, equipment, testing & commissioning, and direct/indirect costs.
- Support preparation of manpower (man-hour) calculations for project activities.
- Send inquiries to vendors and subcontractors to obtain technical and commercial quotations.
- Assist in analyzing vendor and subcontractor offers and preparing comparative statements.
- Collect vendors technical data sheets, specifications, and drawings for tender submissions.
- Support preparation of technical and commercial bid documents in accordance with tender requirements.
- Participate in pre-tender meetings and site visits and assist in preparing site visit reports.
- Assist in preparing technical clarifications and responses to client inquiries during tendering and post-tender stages.
- Support management during post-tender negotiations as required.
B. Technical Office Support (Post-Award Phase):
- Assist in reviewing approved project documents including drawings, specifications, BOQs, RFIs, and correspondence for execution.
- Support preparation, review, and follow-up of shop drawings under supervision.
- Coordinate distribution of approved shop drawings to site teams.
- Assist in reviewing and compiling as-built drawings prior to project handover.
- Support preparation of project mobilization plans in coordination with the Technical Office Manager.
- Assist in coordinating with procurement teams to prepare general and monthly procurement plans.
- Support issuing purchase requests and contracting requests based on approved technical requirements.
- Assist in conducting quantity surveys to determine material requirements.
- Support preparation of subcontractor and client invoices based on site progress reports.
- Assist in preparing and documenting Variation Orders and Notices to Claim in coordination with commercial and financial teams.
- Prepare periodic reports related to quantities, progress, and technical documentation as required.
Required Skills:
- Basic to good understanding of MEP / Industrial project execution and tendering processes.
- Ability to read and interpret engineering drawings, specifications, and BOQs.
- Knowledge of quantity take-offs and cost estimation basics.
- Good coordination and communication skills.
- Strong organizational and documentation skills.
- Willingness to learn and develop in both tendering and technical office functions.
- Proficiency in MS Office; AutoCAD knowledge is preferred.
- Very good command of English (written and spoken).
Required Education:
Bachelor's degree in Electrical Engineering, Mechanical Engineering.
Required Experience:
13 years of relevant experience in technical office and/or tendering & estimation roles.
