Job Description

POSITION SUMMARY

The Lead Electrical and I&C Engineer - Oil & Gas is responsible for electrical power systems and instrumentation & control (I&C) engineering design, development, and technical leadership for oil and gas facilities and infrastructure projects. This role provides electrical and I&C engineering expertise, design direction, technical standards oversight, and quality assurance. The position requires advanced electrical and I&C engineering expertise in oil and gas industry, deep knowledge of power systems design and control system architecture, proven ability to lead engineering teams and manage design consultants, and commitment to delivering safe, reliable, and efficient electrical and control systems.

PRIMARY RESPONSIBILITIES

1. Lead Electrical Engineering Design & Systems

Lead all phases of electrical engineering from conceptual design through commissioning and handover. Design and specify electrical systems including main power distribution, switchgear, transformers, substations, generator sets, UPS systems, and backup power solutions. Perform electrical load calculations, short-circuit analysis, protective relay coordination, grounding studies, and arc flash hazard analysis. Ensure compliance with electrical codes and standards and apply best practices.

2. Design Instrumentation & Control Systems

Develop control and automation systems including PLC programming, SCADA systems, DCS (Distributed Control Systems), motor control centers (MCCs), and process automation. Design instrumentation and electrical networks including analog/digital signal conditioning, field instrumentation, and data acquisition systems. Ensure functional safety compliance per IEC 61508/61511 standards.

3. Develop Electrical Design Documentation

Develop electrical single-line diagrams, control logic diagrams, interconnection schematics, cable schedules, and construction drawings using CAD software. Prepare electrical design basis, technical specifications, method statements, and design reports documenting design decisions. Develop technical specifications for electrical equipment and systems.

4. Manage Vendor & Equipment Selection

Manage vendor selection, equipment specifications, performance testing, and supplier quality management for electrical equipment and systems. Conduct shop inspections and quality verification. Specify electrical equipment including motors, pumps, compressors, drives (VFDs), lighting systems, and cable systems.

5. Coordinate Multidisciplinary Engineering

Coordinate with process engineers, mechanical engineers, civil engineers, and control systems specialists to ensure integrated system design. Manage electrical interfaces with other project systems. Support design integration and system optimization.

6. Supervise Electrical Construction & Commissioning

Supervise electrical construction, cable installation, termination, testing, and commissioning activities on site. Conduct electrical system testing including insulation resistance testing, high-potential testing, functional testing, and integrated system commissioning. Provide field engineering support and problem resolution.

7. Implement Safety & Compliance Programs

Implement comprehensive electrical safety programs including LOTO (Lockout/Tagout), arc flash protection, and electrical hazard mitigation. Ensure compliance with electrical codes and standards (NFPA, IEC, API, ASME). Manage regulatory approvals and compliance documentation.

8. Establish Electrical Standards & Quality

Establish electrical engineering design standards and best practices aligned with company policies and industry standards. Review designs for compliance with standards and specifications. Conduct design audits and quality assurance reviews. Manage design changes and maintain documentation.

9. Manage Electrical Budgets & Schedules

Manage project electrical budgets, schedules, and resource allocation. Track progress and implement corrective actions for deviations. Support cost estimation and value engineering initiatives. Provide schedule input and resource planning.

10. Prepare Operations Documentation & Support

Prepare training materials, operating procedures, and maintenance documentation for electrical systems and equipment. Support operations transition and startup. Conduct troubleshooting and problem-solving during construction and commissioning phases.

REQUIRED EXPERIENCE

Electrical Engineering in Oil & Gas: Minimum 10+ years of professional electrical engineering experience in industrial projects with 5+ years in project engineering or project management leadership roles. Demonstrated experience managing electrical aspects of projects with budgets of $10 million or greater.

Power Systems & Control Design: Strong expertise in power systems design including transformers, switchgear, substations, and power distribution. Proficiency in control systems design including PLC programming, SCADA systems, and DCS configuration. Knowledge of electrical analysis tools and methodologies.

Project & Technical Leadership: Proven track record leading electrical engineering teams and managing design consultants in complex project environments. Experience with electrical analysis, equipment selection, and vendor management. Field support experience on commissioning and startup.

Expert-level technical knowledge of electrical power systems, power distribution, protective systems, and electrical design methodologies for industrial facilities and oil and gas operations.

2. Control Systems & Automation

Advanced understanding of process instrumentation, control system design, SCADA/DCS systems, automation, PLC programming, and how control systems support facility operations and safety.

3. Functional Safety & Standards

Comprehensive knowledge of functional safety principles, SIL requirements, IEC 61508/61511 standards, and how to design safety-critical control systems meeting regulatory requirements.

4. Oil & Gas Operations & Requirements

Deep understanding of oil and gas operations, process requirements, power system requirements, and how electrical systems support facility function, efficiency, and safety.

5. Team Leadership & Engineering Management

Advanced capability in team leadership, engineering management, and managing complex electrical engineering interfaces in multidisciplinary project environments.

EDUCATION & CERTIFICATIONS

• Bachelor's degree in Electrical Engineering from an accredited institution

• Professional Engineer (PE) license in Electrical Engineering is required or preferred

• Master's degree in Electrical Engineering or related field is preferred

• Project Management Professional (PMP) certification is advantageous

• Certifications in control systems, functional safety (TÜV), or SCADA systems are beneficial

TECHNICAL COMPETENCIES

1. Electrical Design Software & CAD: Expert-level proficiency with electrical CAD tools, single line diagram software, EPLAN, ETAP, and electrical design platforms used in industrial applications.

2. Control System Design Tools: Advanced capability with DCS platforms (Honeywell, Emerson, Siemens), PLC programming, SCADA design tools, and control system engineering software.

3. Electrical Analysis Tools: Expert-level capability in load flow analysis, short-circuit analysis, protective device coordination, arc flash analysis, and power system design software (SKM, ETAP).

4. I&C System Architecture: Comprehensive expertise in DCS/SCADA architecture, system design, network design, and control system integration supporting process automation and safety.
