About The Role
Take a leading responsibility in stakeholder management, helping coordinate across squads and driving projects/programs with multiple products/complexities delivering Trade Single Windows, Port Community Systems & e-Customs.
Role responsibilities
- End-to-End Project Delivery: Lead the planning, execution, and successful delivery of complex trade digitalisation projects, including Single Window, Port Community Systems, and e-Customs solutions.
- Business Process Analysis: Work with government agencies, ports, customs authorities, and private sector stakeholders to analyse current trade processes (e.g. cargo handling, clearance, inspections) and identify opportunities for automation and optimisation.
- Stakeholder Engagement: Act as a trusted advisor to senior stakeholders (customs officials, port operators, ministries, freight forwarders) bridging the gap between technical teams and policy/operations teams.
- Technical Oversight: Collaborate with solution architects and developers, ensuring functional requirements align with industry best practices, WCO Data Model standards, and international trade facilitation frameworks (e.g. WTO TFA, UN/CEFACT).
- Policy & Compliance Alignment: Ensure system design supports legal, regulatory, and compliance frameworks, including risk management, advance cargo information, and digital trade document exchange.
- Risk & Change Management: Proactively manage risks, dependencies, and change requests to maintain project scope, schedule, and budget.
- Capacity Building: Support training and knowledge transfer for stakeholders to ensure sustainable adoption.
Required Experience & Skills
Domain Knowledge
Deep understanding of international trade and logistics, including:
- Port and terminal operations
- Customs clearance and inspection processes
- Trade facilitation and risk management concepts
- Familiarity with WCO SAFE Framework of Standards, WCO Data Model, UN/CEFACT standards and recommendations, WTO TFA implementation.
- Awareness of maritime and regulatory frameworks for data exchange
- GenAI awareness in Customs and Single Window Domains and able to articulate relevant or emerging use-cases grounded in industry context
Technical Knowledge
- Hands-on experience managing digital transformation projects (ERP, e-Government, TradeTech platforms).
- Ability to translate business processes into functional requirements and work closely with solution architects.
- Knowledge of APIs, integration frameworks, workflow automation, and data exchange protocols.
- Responsibility for collaborating the technical managers to validate architecture decisions against project constraints
- Ability to review high-level solution designs, in collaboration with technical leads
- Hands on experience in release planning which includes overseeing staging-to-production workflows
Project Management
- 8+ years in project/program management, preferably in TradeTech, PortTech, or e-Government sectors.
- Expertise in Agile, PRINCE2, or PMI methodologies.
- Proven ability to manage multi-stakeholder, high-value, high impact projects (government + private sector).
Soft Skills
- Exceptional communication and negotiation skills able to speak the language of customs officers, IT developers, and business leaders.
- Strategic thinker with a consulting mindset comfortable challenging assumptions and shaping solutions.
- Strong leadership and team coordination skills, including experience with multicultural teams.
Preferred Qualifications
- Degree in International Trade, Supply Chain, Customs Management, or IT/Engineering.
- Professional certifications: PMP, PRINCE2 Practitioner, CBAP, or CILT.
- Experience on projects funded by World Bank, UNCTAD, WCO, ITC, or regional development banks a strong plus.
