Job Purpose:
The Lead Statistician is responsible for supporting in the development of guidelines, methodologies, business cases, and technical proposals, reviewing and validating derived variables, and developing post-process evaluation reports.
Responsibilities:
- Conduct day-to-day activities while ensuring compliance to policies and procedures.
- Contribute to the identification of opportunities for continuous improvement of systems, processes in line with leading practices.
- Establish working relationships with relevant internal stakeholders.
- Collect feedback from internal stakeholders on issues being faced and other requirements.
- Contribute to the preparation of progress reports directed to all relevant stakeholders to keep them informed of progress.
- Support in the development of guidelines and methodologies to produce statistics in line with international best practices.
- Support in feasibility studies and business cases development for relevant initiatives / projects.
- Support in developing technical proposals for relevant initiatives / projects including detailed description of the proposed work, objectives and resources required.
- Engage with concerned stakeholders to align on statistical requirements and expectations, and request clarifications as needed to develop plans accordingly.
- Design variables to be collected, variables to be derived and / or collection methods in line with identified requirements and expectations.
- Identify data needs and check necessary ICT resources (i.e., data storage, technology required to handle and process incoming data) as well as established agreements with concerned internal / external data providers for accessing and sharing data (i.e., formats, delivery, accompanying metadata and quality check).
- Support in the identification of optimal methods for input data classification and coding based on target objectives.
- Support in data editing and imputation to finalize data files needed to enable downstream processes.
- Oversee the derivation of new variables to ensure appropriate methods and order of derivations.
- Review and validate calculated weights and aggregates to account for the desired representation of targeted output.
- Support in mathematical and statistical analyses to draft statistical outputs and conduct validation checks against general quality framework and expectations.
- Support in finalizing statistical reports and adding visuals needed to convey statistical information.
- Analyze and consolidate inputs into evaluation report or control dashboard to enable corrections and modifications throughout the process and escalate unresolved issues.
- Develop post-process evaluation reports highlighting issues and deviations of performance metrics from expected values
Job Qualifications and Requirements:
- +4 years of experience in a Statistics field.
- Bachelor's degree in Statistics, Mathematics, Data Science or equivalent is required.
