Job Description
About the Role
We are seeking a highly experienced Liaison & QA/QC Engineer to join our multidisciplinary team for a high-profile hospital construction project. The role combines QA/QC engineering, site supervision, authority coordination, and project liaison responsibilities, ensuring that construction activities comply with approved drawings, specifications, regulatory requirements, and project quality standards.
The ideal candidate will have strong experience in healthcare or complex building projects, with the ability to coordinate effectively with clients, consultants, contractors, government authorities, and other stakeholders. The position requires a proactive professional who can identify quality issues, facilitate approvals, maintain compliance, and ensure smooth communication between all parties throughout the project lifecycle.
Key Responsibilities
- Develop, implement, and maintain project-specific QA/QC plans, procedures, and inspection processes in accordance with project and client requirements.
- Conduct regular site inspections and monitor construction activities to ensure compliance with approved drawings, specifications, codes, and quality standards.
- Review technical submittals, material approvals, method statements, inspection requests, test reports, and other quality-related documentation.
- Coordinate with contractors, consultants, clients, and relevant authorities to facilitate approvals, inspections, permits, and project requirements.
- Act as a key liaison between the project team and external stakeholders, ensuring timely communication and resolution of technical and quality-related matters.
- Monitor and follow up on authority comments, approvals, submissions, and required documentation to ensure project progress is not delayed.
- Identify non-conformities and quality issues, issue or coordinate NCRs, and monitor corrective and preventive actions until closure.
- Review and maintain QA/QC records, inspection reports, quality logs, test results, and compliance documentation.
- Participate in project meetings and coordinate with multidisciplinary teams to resolve technical, quality, and site-related issues.
- Support audits and ensure compliance with ISO 9001, project specifications, applicable healthcare requirements, and relevant international standards and codes.
- Coordinate with government authorities and regulatory bodies as required for project inspections, approvals, and compliance matters.
- Monitor contractor and subcontractor performance and ensure adherence to approved quality procedures and project requirements.
- Assist in resolving authority and stakeholder comments and ensure timely close-out of outstanding issues.
- Prepare regular reports and provide updates to project management on QA/QC performance, authority approvals, risks, outstanding issues, and project compliance.
- Maintain proper records of correspondence, approvals, inspections, submissions, and authority-related documentation.
- Promote quality awareness and compliance across the project team and provide guidance to contractors and site personnel when required.
Qualifications
- Bachelor's degree in Civil Engineering.
- Minimum 5 years of relevant experience in QA/QC, construction supervision, and/or project liaison within engineering consultancy or construction environments.
- Strong experience in hospital, healthcare, or complex building projects is highly preferred.
- Proven experience coordinating with clients, consultants, contractors, government authorities, and regulatory bodies.
- Strong knowledge of ISO 9001, ASTM, ACI, BS, and other relevant international standards and codes.
- Experience with QA/QC documentation, inspections, NCRs, corrective actions, material approvals, and technical submittals.
- Familiarity with UAE authority requirements and approval processes is highly desirable.
- Experience working within engineering consultancy environments and coordinating between design, procurement, construction, and authority requirements.
- Knowledge of FIDIC contracts and consultancy procedures is an advantage.
- Strong communication, coordination, negotiation, and problem-solving skills.
- Excellent documentation and reporting abilities with strong attention to detail.
- Ability to manage multiple stakeholders and follow up on approvals and outstanding actions effectively.
- Professional certifications such as ISO 9001 Lead Auditor, ASQ CQE, or IRCA are an advantage.
- Proficiency in MS Office and relevant project management, document control, and QA/QC platforms.
- Ability to work effectively in a fast-paced, multidisciplinary hospital construction environment.
- Proficient in Revit with the ability to review and coordinate architectural, structural, and MEP models and drawings.
- Strong knowledge of BIM coordination and multidisciplinary model review is an advantage.
