Role Overview:
We are looking for a Local Content Product Consultant who will play a key role in shaping, implementing, and continuously improving Penny's Local Content solutions. This role bridges national and local content policy, procurement processes, and product capabilities.
The ideal candidate is not a traditional product manager. Instead, they are a local content expert with a strong understanding of LCGPA policies, including both the Local Content Baseline and the Preferential Procurement evaluation model, who can translate regulatory requirements into product logic, workflows, and customer onboarding frameworks.
Key Responsibilities:
Product & Policy Translation
- Interpret LCGPA Local Content frameworks, including baseline methodology, preferential evaluation policies, weightages, and scoring criteria, and convert them into product rules and data models.
- Collaborate with product & engineering teams to design, validate, and enhance LC scoring modules, supplier evaluation workflows, and compliance dashboards.
- Ensure product logic remains aligned with updated LCGPA circulars, reforms, and sector-specific requirements.
Customer Onboarding & Implementation
- Lead LC onboarding for new customers, ensuring all required data, documents, spend mapping, and supplier records are properly captured.
- Conduct workshops for procurement, finance, and compliance stakeholders on LC scoring, spend classification, and preferential policy benefits.
- Support customers in interpreting LC results and integrating the product into their procurement journey.
Local Content Advisory
- Act as Penny's internal expert on local content regulations, serving as the reference point for policy clarification.
- Proactively analyze updates from LCGPA and assess their product impact.
- Provide policy-driven recommendations to improve the customer experience, scoring models, and reporting outputs.
Cross-Functional Enablement
- Work closely with Sales and Customer Success teams to support LC-focused proposals and customer value cases.
- Contribute to GTM materials explaining how LC scoring and preferential policies are operationalized through Penny.
- Engage with procurement, finance, and supply chain teams to ensure LC data integrity.
Qualifications & Experience
Must Have
- 5+ years of experience in local content procurement policies, compliance, or LCGPA-related consulting or audit.
- Strong understanding of LCGPA Local Content Baseline methodology
- Preferential Procurement Policy and pricing evaluation model
- Supplier classification and spend mapping concepts
- Experience working with procurement, finance, or supply chain functions.
- Exposure to digital procurement platforms or ERP systems
- Experience translating policies into business processes or system rules
- Data analysis or reporting familiarity
