Job Purpose
The Specialist, Local Content will support the implementation and monitoring of Local Content activities across large-scale government and semi-government mega projects executed under Joint Venture (JV) structures.
The role supports compliance with LCGPA regulations and project-specific localization requirements by coordinating with JV partners, internal stakeholders, contractors, and supply chain teams to ensure accurate implementation, tracking, and reporting of Local Content commitments.
The position requires strong coordination, analytical, and reporting capabilities, with a good understanding of Local Content requirements and their application within complex project environments.
Key Responsibilities
JV Governance & Coordination
- Support the implementation of Local Content requirements across JV structures and coordinate with relevant JV partners.
- Assist in tracking localization targets, commitments, and reporting requirements across JV entities.
- Maintain records of Local Content responsibilities and commitments assigned to the company and JV partners.
- Support the Local Content Manager in coordinating localization activities and follow-up actions across project entities.
Compliance & Regulatory Support
- Support compliance with LCGPA regulations and project-specific Local Content requirements.
- Collect, validate, and consolidate Local Content data and supporting documents from relevant JV partners and internal departments.
- Assist in preparing Local Content performance reports and submissions for management and relevant stakeholders.
- Monitor Local Content KPIs and highlight gaps, delays, or compliance issues to the Local Content Manager.
- Support the preparation of documentation required for audits, certifications, and compliance reviews.
Localization & Performance Monitoring
- Support the implementation of Local Content initiatives and localization plans across assigned projects.
- Monitor local supplier, workforce, material, and service participation against approved targets.
- Identify potential opportunities to increase local sourcing, supplier utilization, and Saudi workforce participation.
- Assist in tracking supplier development, localization, and knowledge transfer initiatives.
- Prepare periodic analysis of Local Content performance and identify areas requiring improvement.
Procurement & Commercial Support
- Coordinate with Procurement and Commercial teams to collect and monitor data related to local materials, services, suppliers, and subcontractors.
- Support the tracking of Local Content commitments incorporated into contracts and subcontracts.
- Assist in reviewing procurement and commercial data to identify Local Content opportunities and gaps.
- Support the preparation of Local Content inputs required for tender submissions and project requirements.
- Maintain accurate records of Local Content commitments and supporting evidence.
Stakeholder Coordination & Reporting
- Coordinate with Project, Procurement, Commercial, Finance, HR, and other relevant teams to obtain required Local Content information.
- Support the Local Content Manager in meetings and discussions with JV partners, project teams, and client representatives.
- Prepare presentations, dashboards, reports, and performance updates related to Local Content.
- Follow up with stakeholders on outstanding Local Content actions, data, and documentation.
- Support awareness activities and internal communication regarding Local Content requirements.
Qualifications & Experience
- Bachelor's degree in Engineering, Business, Supply Chain, Finance, or a related field.
- 2–4 years of relevant experience in Local Content, Procurement, Supply Chain, Commercial, Contracts, or related functions.
- Experience in construction, infrastructure, mega projects, or JV environments is preferred.
- Good understanding of LCGPA regulations and Local Content requirements in Saudi Arabia.
- Knowledge of IKTVA, Etimad, and government tendering frameworks is preferred.
- Strong analytical, reporting, documentation, and coordination skills.
- Good proficiency in Microsoft Office, particularly Excel and PowerPoint.
- Strong communication and stakeholder management skills.
- Ability to work effectively across multiple departments and project stakeholders.
