Logistics Manager

1. Position Summary

Fully responsible for UAE local logistics operations management, covering import customs clearance, warehouse management, last-mile delivery, export operations, and regulatory compliance. Ensure efficient logistics chain operations and continuously optimize logistics costs and service levels.

2. Key Responsibilities

2.1 Import Customs & Trade Compliance

• Oversee all import cargo customs clearance processes, ensuring goods are cleared within specified timeframes after port arrival
• Manage daily operations of clearing agents, establish and monitor SLAs (clearance lead time, document accuracy, exception response time)
• Handle ACID pre-registration, NAFEZA platform operations, Certificate of Origin (COO) verification and other compliance documentation
• Track and implement UAE customs policy changes, including HS code classification, tariff rate adjustments, anti-dumping duty responses
• Manage MOFAIC (Ministry of Foreign Affairs certification), EDAS (Environmental compliance), Dubai Chamber certifications
• Establish customs exception handling mechanisms, control demurrage/detention costs

2.2 Warehouse Management

• Manage UAE local warehouses (owned/3PL), ensure inventory accuracy (target: physical vs system variance <0.5%)
• Develop warehouse SOPs: standardized processes for receiving, QC, put-away, picking, packing, and shipping
• Monitor warehouse KPIs: order fulfillment rate (>98%), on-time shipment rate (>95%), damage rate (<0.3%)
• Responsible for warehouse layout optimization, improve space utilization and operational efficiency
• Manage aged/surplus stock, develop clearance strategies (promote → discount → write-off)
• Drive WMS system optimization or implementation, achieve inventory visibility and automation

2.3 Last-Mile Delivery

• Manage local delivery network (in-house fleet + 3PL), covering all 7 Emirates (Dubai, Abu Dhabi, Sharjah, etc.)
• Establish delivery KPIs: on-time delivery rate (>95%), POD collection rate (>99%), customer complaint rate (<1%)
• Optimize delivery routes and frequency, reduce cost per delivery
• Manage driver/delivery team performance, establish assessment and incentive mechanisms
• Handle delivery exceptions and customer complaints, establish escalation mechanisms

2.4 Export Operations

• Coordinate UAE export operations, including re-export trade and local exports
• Manage export documentation: export customs declarations, certificates of origin, packing lists, invoices
• Coordinate with shipping lines/freight forwarders for export booking, container loading, customs clearance, and shipment
• Manage export compliance: export control list screening, sanctions compliance, destination country certification requirements
• Optimize export logistics routes and costs

2.5 Regulatory Compliance

• Ensure all logistics operations comply with UAE federal laws and emirate-level local regulations
• Track and implement the following compliance requirements:
• Customs Compliance: UAE Customs Law, GCC Common External Tariff, Free Zone regulations (JAFZA/DAFZA, etc.)
• Product Compliance: ESMA standards (Emirates Authority for Standardization and Metrology), MOI certification (Ministry of Industry & Advanced Technology)
• Environmental Compliance: EDAS (Environment Department Approval System), waste disposal regulations
• Trade Compliance: sanctions screening, dual-use goods control, Anti-Money Laundering (AML) requirements
• Tax Compliance: VAT (5%) declaration support, customs duty refund applications
• Establish compliance training system, ensure team awareness of latest regulatory changes
• Support internal and external audits, ensure logistics operations are traceable

2.6 3PL & Vendor Management

• Manage 3PL vendors (warehousing, transportation, customs clearance), including bidding, contract negotiation, performance evaluation, annual renewal
• Establish vendor assessment system: monthly scorecard + quarterly business review
• Negotiate logistics rates (warehouse rent, handling fees, freight, customs clearance fees), drive annual cost reduction target (5-10%)
• Manage logistics-related budget, monitor actual vs budget variance

2.7 Cost Optimization & Continuous Improvement

• Identify logistics cost optimization opportunities: freight negotiation, route optimization, warehouse consolidation, process automation
• Drive logistics digitalization: WMS/TMS optimization, EDI integration, data dashboard development
• Participate in S&OP process, coordinate sales forecasting with logistics capacity planning
• Establish logistics cost analysis model, analyze logistics costs by SKU/channel/customer dimension

3. Qualifications

Bachelor's degree or above, major in Logistics/Supply Chain/International Trade preferred

Experience

8+ years of logistics management experience, including 3+ years of UAE local logistics management

Industry

Home appliances/consumer electronics/retail industry preferred

Customs Experience

Familiar with UAE import customs clearance process, experience with Jebel Ali Port operations

Compliance Knowledge

Familiar with UAE customs regulations, ESMA standards, Free Zone policies

System Capability

Proficient in WMS, TMS, SAP/Oracle and other systems

Language

Fluent in English (required), Arabic preferred

Team Management

Experience managing teams of 5+ people
