The Role

Reporting to the Chief Maintenance Officer, the Planning & Logistics Manager will lead the Asset Information, Planning, and Logistics function for a major railway infrastructure project in Egypt.

The role is responsible for ensuring that maintenance planning, resource and logistics planning, warehousing, CMMS governance, and third-party interfaces are effectively aligned with ISO 55000/ISO 55001 principles. The position will work closely with procurement and operational teams to optimize inventory management and ensure a fully equipped, data-driven maintenance infrastructure that supports reliable railway operations.

Key Responsibilities

• Lead the establishment and maintenance of the Asset Information Management framework and document control in accordance with ISO 55000/ISO 55001 principles.
• Ensure the completeness, accuracy, and verification of the asset register and handover data within the CMMS.
• Lead the development of annual and three-year preventive maintenance forecasts, ensuring effective resource allocation, budgeting, and manpower planning.
• Monitor maintenance scheduling performance, oversee statutory inspections, identify operational risks, and approve Preventive Maintenance Plans before operational deployment.
• Develop and oversee the spare parts management strategy, first-fill inventory program, site logistics coordination, and Approved Vendor Lists.
• Coordinate with procurement teams to ensure sourcing strategies, supplier qualification, and procurement activities support uninterrupted maintenance operations.
• Oversee third-party contractor activities, including access plans, major deliverables, and performance/deviation reporting.
• Monitor inventory and contractor KPIs, including stock accuracy and stockouts, and initiate corrective actions where required.
• Ensure the CMMS remains operational, accurate, and capable of supporting management reviews and contractual reporting, including user access governance and training.
• Approve CMMS configuration changes and oversee master data governance, user access, and CMMS training across maintenance teams.

Qualifications

• Bachelor's degree in engineering (Mechanical, Electrical, Industrial, Civil, or a related engineering discipline).
• Minimum 12 years of total professional experience in maintenance planning, asset information management, logistics, or facilities management.
• Minimum 5 years of experience in a senior planning or logistics management role, preferably on a major infrastructure, railway, or transport project.
• Advanced experience in CMMS configuration, master data governance, and KPI reporting.
• Proven experience establishing and implementing a CMMS from scratch during a project mobilization phase is mandatory.
• Proven experience developing and managing Preventive Maintenance programs covering multidisciplinary assets such as MEP, HVAC, and civil systems.
• Proven experience using MS Project and/or Primavera.
• Previous experience in railway, metro, airport, or similarly regulated infrastructure environments is preferred.
• Strong understanding of ISO 55001 / ISO 55000 principles.
• Ability to manage multiple workstreams simultaneously within a demanding project mobilization timeline.
• Strong organizational, leadership, analytical, and cross-functional coordination skills.
• Ability to effectively coordinate between strategic planning, procurement, maintenance, logistics, and field execution teams.
