Job Purpose:
The Business Development Manager (BDM) is a leadership role responsible for driving sustainable revenue growth across the full spectrum of Modular Solutions Construction's project pipeline. Operating at the intersection of strategy, client engagement, and project origination, the BDM will identify, pursue, and convert new business opportunities in the modular and prefabricated construction sector across the KSA and wider GCC markets.
Working in close partnership with the Head of C3 Modular Solutions and Commercial & Estimation Team, the BDM will champion the company's market positioning, build lasting relationships with key institutional clients and government entities, and ensure all commercial activity is executed with rigor, quality, and alignment to the organization's strategic plan.
This is a pivotal appointment with C3 Modular Solutions. The post-holder will own the full business development lifecycle - from market intelligence and opportunity identification through to bid submission, contract award, and handover to Operations. The BDM will represent the company at industry events, government forums, and client meetings both within the Kingdom and internationally, as required.
The BDM will be expected to demonstrate deep knowledge of the modular construction industry, including off-site manufacturing methodologies, DFMA (Design for Manufacture and Assembly) principles, relevant KSA Vision 2030 programs, and the procurement frameworks of major project owners and developers active in the region.
Job Responsibilities:
1. Strategic Business Development
- Develop, own and execute the annual Business Development strategy in alignment with the company's corporate plan and growth targets.
- Identify and map emerging opportunities across residential, commercial, hospitality, healthcare, education, and infrastructure sectors in KSA and the GCC.
- Conduct ongoing analysis of market trends, competitor activity, procurement pipelines, and client spending plans to inform go/no-go decisions.
- Maintain and continuously enrich a structured opportunity pipeline, ensuring visibility and accuracy at all stages.
- Establish and track KPIs for win rate, pipeline value, bid conversion, and revenue contribution - reporting against this monthly to the Head of C3 Modular Solutions.
2. Tender & Bid Management
- Lead and manage all pre-qualification questionnaires (PQQs).
- Ensure that C3 Modular Solutions maintains up to date reference materials.
- Oversee the management and co-ordination of tender interviews, working closely with the Tendering Team to ensure all presentations are well-prepared, coherent, and represent the company's capabilities to the highest standard.
- Facilitate structured post-tender debriefing sessions - for both successful and unsuccessful outcomes — in consultation with the C3 Head of Modular Solutions, ensuring key learnings are formally captured and translated into actionable improvements across the business.
3. Client Relationship Management
- Build and sustain long-term, trust-based relationships with key decision-makers at target clients, developers, government bodies, and main contractors.
- Act as the primary commercial point of contact for prospective clients throughout the pre-contract lifecycle.
- Identify and pursue opportunities to expand the company's service offering within existing client accounts.
- Maintain a thorough understanding of each client's strategic priorities, procurement preferences, and internal approval processes.
4. Accreditation, Compliance & Market Intelligence
- Lead the company's efforts to obtain and maintain accreditation and approved vendor status with key institutional clients and government entities, including:
– Public Investment Fund (PIF) and PIF-affiliated developers
– Saudi Aramco and SABIC supply chains
– National Housing Company (NHC) and ROSHN
– Royal Commission for AlUla and De
– NEOM and associated megaproject delivery partners
– Expo 2030 Riyadh Bureau and associated program delivery partners
- Monitor and track KSA/GCC national development plans, Vision 2030 program, and regulatory changes relevant to modular construction.
- Actively monitor and pursue opportunities arising from the Expo 2030 Riyadh programme, including venue infrastructure, temporary and permanent modular facilities, hospitality, and legacy development projects - positioning the company as a preferred modular construction partner ahead of and throughout the event cycle.
- Ensure the company's reference library, case studies, capability statements, and pre-qualification credentials are current, accurate, and compelling.
- Develop intelligence on competitor positioning, pricing benchmarks, and project awards to sharpen the company's competitive strategy.
5. Cross-Functional Collaboration & Project Mobilization
- Work closely with the Operations and Project Delivery teams to ensure all opportunities pursued align with available capacity, capability, and strategic fit.
- Co-ordinate with the Design team to develop concept solutions and value engineering proposals for major pursuits.
- Identify core technical, financial, and H&S requirements of new projects in keeping with the company's project management framework.
- Liaise with Finance and Commercial Team to establish project budgets, fee structures, and commercial models for new bids.
- To undertake other related duties as may be required by the C3 Head of Modular Solutions
6. Commercial Risk Management
- Maintain a live risk register for all active bids and pre-contract projects, ensuring risks are escalated and mitigated appropriately.
- Ensure financial policies and commercial procedures are adhered to throughout all BD activity.
- Contribute to the setting of the annual BD budget in conjunction with the Senior Commercial Manager and Director.
7. Industry Representation & Profile Building
- Represent C3 Modular Solutions at national and international conferences, exhibitions, and industry forums relevant to the construction and modular sector.
- Contribute to the company's thought leadership and marketing activity, including white papers, award submissions, and sector publications.
- Identify and evaluate strategic partnerships, joint ventures, and framework agreements that enhance the company's market reach.
Qualifications and Experience:
- Bachelor's degree in Civil Engineering, Construction Management, Business Administration, or a related field (MBA or PMP certification is a plus).
- 13 –15 years of progressive experience in business development within the construction industry, including 5 – 7 years in a senior or managerial capacity.
- Proven track record of securing large-scale construction projects through government and private sector tenders.
- Extensive experience in identifying and developing new business opportunities in infrastructure, real estate development, EPC, or design-build projects.
- Built and maintained strong relationships with clients, consultants, contractors, and public sector officials.
- Successfully led proposal development, RFP responses, and contract negotiations for multimillion-dollar projects.
- Coordinated closely with estimating, engineering, and project management teams to align bids with operational capabilities.
- Familiarity with regulatory and compliance frameworks relevant to construction projects.
- Experience expanding business into new markets or regions, contributing to long-term growth strategies.
- In-depth knowledge of the construction industry, including infrastructure, residential, commercial, and/or industrial sectors.
- Strong understanding of tendering processes, government regulations, bid preparation, and contract negotiation.
- Proficiency in CRM tools, project management software (e.g., Procore, MS Project), and MS Office Suite.
- Excellent leadership, negotiation, and relationship management skills.
- Strong financial and commercial acumen, with the ability to analyze project feasibility and ROI.
