About the Role
The Manager, Campus Access and Mobility is responsible for overseeing and optimizing transportation, parking, pedestrian access, and mobility solutions across the university campuses and will manage and monitor the university campus visitors, the parking areas, the entry and exit points, and the security apparatus including cameras and gate systems on all campuses. He is also tasked with planning and enhancing the parking, security and flow from the different entry points.

Responsibilities
- Strategic Responsibilities
- Contribute to the development of the Department's strategy, as well as annual business plans.
- Contribute to the development of the Department's policies and procedures, in line with the overall business objectives of the University, ensuring they promote leading practices and excellence.
- Contribute to the development and management of the Department's budgets and report back on a timely basis to ensure that divergences are addressed promptly.
- Operational Responsibilities
- Oversee the provisioning of services related to the University's security including accessibility and parking facilities for the University's premises.
- Develop and implement a comprehensive access and mobility plan across all campuses.
- Oversee university parking policies, permit systems, and enforcement procedures.
- Implement smart parking solutions and digital technologies for real-time monitoring.
- Ensure all mobility solutions align with the approved accessibility standards.
- Collaborate with campus security to enhance safe pedestrian crossings, lighting, and surveillance in high-traffic areas.
- Conduct risk assessments and implement measures to minimize traffic-related incidents on campus.
- Communicate and collaborate with students, faculty, staff, and external partners on mobility initiatives.
- Coordinate with the Transportation team to enforce campus-wide transportation policies in alignment with university goals.
- Organize awareness campaigns and training programs on safe and sustainable mobility practices.
- Develop and manage budgets for campus transportation and parking operations.
- Oversee vendor contracts for parking management, and mobility solutions.
- Monitor access control to restricted areas and facilities, unauthorized access to University labs to prevent any uncalled for incidents, accidents.
- Maintain emergency response plans, integrates response efforts with other University departments and train staff to provide emergency response.
- Allocate and control spending in accordance with University guidelines and program needs.
- Ensure adherence to the University's information security policies and procedures, and report breaches or other security risks accordingly.
- Ensure coordination with other departments to facilitate the accomplishment of tasks and responsibilities, as and when needed.
- Demonstrate a strong commitment and practice to maintaining a safe and healthy work environment.
- Perform any other tasks assigned by Line Manager.
- Supervisory Responsibilities
- Provide coaching, guidance and mentoring as required to enhance the internal capabilities of the team and ensure the achievement of established objectives and plans.
- Recommend appropriate training courses as per the pre-determined training needs, evaluate their effectiveness, and monitor their results.
- Carry out performance appraisals for subordinates according to planned schedules and recommend necessary actions as per the applied practices.
- Conduct periodic meetings with subordinates to ensure that priorities are clear and workflow is running smoothly.
- Follow-up on employees administrative affairs such as vacations, leaves and other administrative and related affairs.
Qualifications
- Required Qualifications: Bachelor Degree in Urban Planning, Facilities Management, Business Administration, or a related field.
- Required Experience: A minimum 8 years of experience.
