Job Description

JOB DESCRIPTION

The Electrical Design Manager is responsible for the strategic planning, technical governance, and end-to-end delivery of the electrical infrastructure design for data center facilities and GW-scale data center campuses. The primary objective is to lead the development of resilient, scalable, and high-performance power architecturesfrom Extra-High Voltage (EHV) grid interconnection to the point of delivery at the IT rack, ensuring seamless integration across the entire power chain.

RESPONSIBILITIES

KEY ACCOUNTABILITIES: (Description)


Design Management


Oversee and deliver designs that meet the technical requirements of customers, relevant government/local authorities, and Khazna operational requirements.


Lead the end-to-end design lifecycle with a focus on Lean Construction and DfMA (Design for Manufacture and Assembly) to reduce on-site complexity and accelerate deployment.


Proactively manage the Value Engineering process to eliminate non-essential infrastructure costs while ensuring the design remains fully future-proofed for GW-scale expansion.


Drive the Design-to-Cost (DTC) strategy by identifying and eliminating over-engineering in electrical topologies without compromising technical compliance.


Evaluate design choices based on a 20-year TCO, balancing initial CAPEX savings against long-term OPEX and energy efficiency.


Optimize the electrical footprint to maximize Revenue-Generating White Space by utilizing high-density components and integrated power modules.


Develop Plug-and-Play electrical design standards that reduce engineering hours and leverage economies of scale in procurement and off-site manufacturing.


Collaborate with the supply chain to implement lean techniques, such as pre-fabricated modular power rooms and kitting, to reduce on-site labor and material waste.


Work with equipment suppliers and the Khazna innovation team to integrate the latest technologies that improve efficiency and reduce costs.


Manage concept designs, equipment sizing, and supporting calculations in-house to ensure design confidentiality and meeting customer requirements.


Act as the focal point for clients, leading technical discussions, clarifications, and site visits.


Address technical questionnaires raised by customers during the RFP/Bid stage. Collaborate with marketing, product, and internal engineering teams to integrate holistic design solutions. Stay updated on market trends and incorporate them into best practices.


Contractor / Consultant Management


Serve as the Single Point of Contact (SPOC) for design consultants throughout the project lifecycle to ensure seamless communication and delivery.


Resolve technical conflicts or discrepancies between contractors and advisors from a design perspective, proposing optimal solutions that protect company interests.


Define and monitor Key Performance Indicators (KPIs) for design consultants, focusing on First-Time Right submittals and the reduction of RFIs during the construction phase.


Lead and manage Long Lead Equipment (LLE) RFPs and frameworks, ensuring EM system selection and designs comply with international codes and design intent.


Supervise and validate calculations, equipment specifications, and system designs/layouts to ensure technical integrity.


Ensure the delivery of design drawings and specifications adheres to international standards to mitigate corporate risk.


Prepare site instructions and Employer's Requirements (ERs) for contractors to be integrated into formal contract agreements.


Conduct regular on-site inspections to ensure adherence to international standards and approved design specifications.


Customer Engagement


Lead engagements with potential customers to understand their technical requirements and present the technical aspects of Khazna facilities to demonstrate compliance.


Create system designs for new or existing facilities, (retro fits), to meet customer requirements.


Authorities Engagement


Lead technical engagements with government authorities and utility providers regarding the design and coordination of High Voltage (HV) and Extra-High Voltage (EHV) substations.


Ensure full compliance with national grid codes, safety regulations, and utility provider technical requirements.


Team Supervision


Provide guidance and on the job training for junior colleagues and conduct knowledge sharing to facilitate achievement of team objectives and completion of tasks in an efficient manner which is consistent with operating procedures and policy.


Support EM senior engineers/engineers on the day-to-day decisions on submittals, drawings, and related engineering topics


Support design team on the day-to-day decisions


Budgeting and Financial Performance


Verify all invoices being processed by consultants and contractors prior to management review.


Maintain financial performance of activities versus budgets and ensure all activities are carried out in line with the approved budget while promptly reporting on any variances to management.


Policies, Systems, Processes & Procedures


Provide inputs and implement policies, systems, and procedure for the assigned team so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.


Continuous Improvement


Identify opportunities for continuous improvement of systems, processes and practices considering global standards, productivity improvement and cost reduction.


Exploring new initiatives and technologies that will enhance PUE in new or existing Data Centers.


Manage the sustainability roadmap/initiatives and participate in implementing the set guidelines.


Updating design specification to reflect latest technologies in coordination with the design team.


Reporting


Report on weekly basis the project status update in the department meeting.


Prepare, present, and explain to customers our Data Center infrastructure.


Prepare reports timely and accurately to meet Khazna and department requirements, policies, and quality standards.


Quality, Health, Safety & Environment


Comply with all relevant safety, quality and environmental management policies, procedures, and controls to ensure a healthy and safe work environment.

QUALIFICATIONS

QUALIFICATIONS, EXPERIENCE, & SKILLS:


Minimum Qualifications:


Bachelor's degree in Electrical Engineering


Minimum Experience:


710 years of relevant experience in electrical design management.


Proven track record in delivering large-scale, mission-critical data center infrastructure.


Demonstrated experience managing Hyperscale design requirements and rapid-scale deployment strategies. Job-Specific Skills (Generic / Technical):


Proficiency in English. Expert-level knowledge of international and local engineering standards.


Exceptional customer-facing and technical communication skills.


Extensive knowledge of Extra-High Voltage (EHV) and High Voltage (HV) utility-scale infrastructure.


Strong organizational and planning skills with meticulous attention to detail.


Advanced knowledge of grid stability and power quality studies (Harmonics, Transient Stability).
