Job Description

Job Purpose:

  • Lead and manage human capital strategies, policies and manuals in alignment with RTA's strategic vision and Dubai government directives.
  • Lead development and implementation of organizational culture, happiness and well-being agenda.
  • Oversee governance, wellbeing, grievances, and engagement initiatives, embedding benchmarking, innovation, and future-ready practices that enhance the overall employee experience.
  • Ensure alignment of organisational culture, policies with national directives, and international best practices.

Key Responsibilities:

  • Drive and oversee specialized HR strategies in alignment with RTA's strategic direction, UAE and Dubai government directives, and applicable international best practices.
  • Lead design, execution, and measurement of employee happiness plans and initiatives to enhance workplace wellbeing and ensure sustained alignment with the RTA's goals.
  • Govern the HR management system-policies, manuals, procedures, and risk controls in ensuring compliance with HR laws and governance standards in alignment with objectives relating to employee happiness and wellbeing.
  • Shape and advance the corporate culture framework, embedding values of innovation, inclusion, wellbeing, transparency, and corporate excellence.
  • Direct and oversee strategic benchmarking and competitive studies, applying lessons from global leaders to enhance HR, happiness, and wellbeing practices.
  • Direct the governance of strategic and operational KPIs related to Emiratization, happiness, and corporate health, preparing performance reports and corrective actions.
  • Manage wellbeing, work-life balance, and happiness programs, measuring their impact on employee productivity, creativity, and corporate loyalty.
  • Oversee grievance and complaint management, including coordination with legal bodies and government committees, ensuring fairness, transparency, and timely closure.
  • Support in management of retention and loyalty programs by analyzing turnover, exit interviews, and satisfaction drivers, implementing proactive talent sustainability measures.
  • Oversee recognition and reward systems, including Tamayaz Fund, instant rewards, and organizational events such as annual ceremonies and leadership forums.
  • Oversee adherence to employee relations laws, grievances, investigations, and disciplinary actions to minimise legal exposure.
  • Oversee the results of internal communication plan for RTA, engaging different organizational units and employee categories to guide HD&I initiatives.
  • Ensure continuous improvement by analysing employee happiness surveys, grievance patterns, exit data, and wellbeing metrics, applying corrective and preventive measures.
  • Monitor the implementation progress of the HR strategy by tracking KPIs and initiatives across departments, preparing periodic performance reports, and recommending corrective actions to ensure sustainability.
  • Implement governance frameworks to manage HR risks, decision rights, processes, and service standards.
  • Coordinate with internal audit, central governance units, and regulatory bodies to close audit findings and implement Continuous Improvement Action Plans (CIAPs).
  • Administer HR financial governance, including budgets for happiness initiatives, recognition funds, and contractual processes in line with financial policies.
  • Promote application of analytics, Gen-AI, and automation to improve efficiency, predict workforce needs, and strengthen corporate decision making.
  • Drive operation plans for strategic HR projects, excellence & service innovation, quality Management and Enhancement and track related KPIs for continuous improvements.
  • Conduct site visits and employee engagement forums to assess working conditions, identify field staff challenges, and implement corrective actions.
  • Participate in wellbeing programs, and recognition forums to directly engage with employees and validate program implementation.

Qualifications & Experience:

  • Bachelor's degree / Master's degree in HR or Business/Admin or Industrial/Organizational Psychology.
  • Minimum 9 years of experience with Masters or 11 years of expereince with Bachelors

Preferred Certifications

CIPD L7 or SHRM-SCP or equivalent.
