EWEC (Emirates Water and Electricity Company) is the sole procurer and supplier of water and electricity in the emirate of Abu Dhabi. EWEC drives the planning, forecasting, purchasing, and system despatch services of water and electricity. EWEC fulfils these vital responsibilities through the short-term and long-term balancing of bulk supply and demand for distribution companies and authorities in Abu Dhabi and other Emirates. Job Summary

The Manager – Finance Business Partnering, Digital & Operations is the primary Finance partner to the Digital and Operations Directorates, providing financial stewardship, independent challenge and decision support across a combined annual expenditure portfolio, spanning business planning, forecasting, project delivery, procurement, contracts and operational expenditure. The role is expected to operate as a trusted advisor and constructive challenger to senior business leaders, connecting strategy, operations and project delivery to their financial consequences, identifying risks early, and ensuring Finance has a clear view of approved budget, commitments, actuals, forecast and delivery status across the portfolio. The role carries clear decision rights and negotiation responsibility within delegated authority: it provides or withholds Finance endorsement of budgets, business cases and contract changes, and leads Finance negotiations with senior internal and external stakeholders on cost positions and commercial terms, escalating matters requiring higher-level approval.

Job Responsibilities

  • Lead Finance Business Partnering for Digital and Operations, acting as a trusted advisor to senior leadership.
  • Own the annual business planning, budgeting, forecasting and reforecasting processes, including financial challenge and prioritisation of initiatives.
  • Lead financial oversight of major projects and portfolios, covering budgets, commitments, actuals, accruals, forecast-to-complete and expected final cost.
  • Oversee management reporting and performance analysis, providing senior management with clear insights on variances, risks, opportunities and required actions.
  • Lead the financial review and challenge of business cases and investment proposals, including financial modelling, cost-benefit analysis and benefits realisation.
  • Provide financial and commercial leadership across procurement and contracting activities, including tender evaluations, commercial terms and contract variations.
  • Exercise Finance governance and endorsement responsibilities for budgets, business cases, procurement matters and reallocations within the applicable Delegation of Authority.
  • Lead engagement with senior internal and external stakeholders, providing financial challenge, recommendations and decision support on complex commercial, operational and regulatory matters.
  • Provide leadership and oversight to Finance Business Partnering resources and support continuous improvement of Finance processes and reporting.

Qualifications

Education

  • Bachelor's degree in Finance, Accounting, Economics, Business Administration, Engineering, or a related field.
  • Professional finance qualification (ACCA, CIMA/CGMA, ACA, CPA, or equivalent) is preferred.
  • CFA, MBA, PMP, or equivalent certification is an advantage.

Experience

  • 8+ years of progressive finance experience across FP&A, Finance Business Partnering, Commercial Finance, Management Accounting, or Project Finance.
