Manager, Gas Operations

JOB PURPOSE:

To plan, direct and manage the supply, production, storage, and dispatch activities of the LPG Plants, CNGu00A0operations and ensure adequate level of storage and production in a cost-effective way that meets ADNOCu00A0Distribution HSSEQ Standards and client satisfaction. Also monitor third party transportation activities and plansu00A0the maintenance and shutdown of the LPG & CNG sites and review plant modifications, expansion projects andu00A0other related proposals and coordinates during execution. Ensure effective utilization of company resourcesu00A0(manpower & equipment), inventory control, quality control and safe handling of equipment and products.

Management of Operations:
(LPG, Propane & Butane Operations):
Production and Material Planning:

u2022 Overseeing development of annual, quarterly, and monthly production plan based on the sales forecast.u00A0Ensure that production targets as per the sales requirement and implements processes and proceduresu00A0consistent with ISO requirements to enhance production and achieve the required targets within givenu00A0timeframes.
u2022 Guiding team leaders in identifying, selecting, and arranging LPG supply demands as per marketu00A0requirement. Oversee liaising with concerned Departments to ensure the availability of plant andu00A0equipment and spare parts. Advises the criticality in terms of specifications, lead time, cylinder stocku00A0and LPG bulk inventory.

Production Management:

u2022 Reviewing and controlling all the activities of both the LPG Plants in terms of production, staffingu00A0requirements, overtime and all related aspects of production are conducted in a safe, reliable and environmentally responsible manner within ADNOC Distributionu2019s policies, procedures, financialu00A0controls, and governmental regulations.
u2022 Overseeing to ensure the agreed production targets of LPG cylinder refilling and LPG bulk loading areu00A0met and monitor third party transportation activities to ensure the gas orders are delivered on time tou00A0the right customers and to ensure Bulk Propane and Butane collection from refineries and delivery ofu00A0the same to the customers / end users as per the agreed schedule.
u2022 Reviewing production statements in coordination with Gas Technical team on a regular basis to ensureu00A0proper communication of production status to relevant stakeholder.
u2022 Ensuring compliance with all LPG Plant facility operating policies and procedures with the continuousu00A0reviewing and amending the same as required. Ensures that all equipment operating manuals andu00A0standing orders, Standard Operating Procedures are up to date and available for operation personnel.
u2022 Coordinating with all the concerned parties within Production Plants Division all matters related to theu00A0gas cylinders and bulk activities to meet the set targets in accordance with companyu2019s procedures andu00A0Service Level Agreement, considering the planned shutdowns.

(CNG Operations):

u2022 Management of planning, co-ordination and supervision of the operational activities and assignedu00A0personnel and Performing management functions established by Senior Management.
u2022 Management of Gas Purchase Agreements (GPA) with the main gas suppliers including joint meteru00A0readings, GRNu2019s and calibration of custody transfer equipment.
u2022 Management of overseeing and lead liaising with Gas suppliers to ensure availability of products as peru00A0requirements and ensuring quality of product as per ADNOC distributionu2019s guidelines.
u2022 Management of reviewing daily CNG operations to ensure that product storage, receipts, and deliveriesu00A0by pipeline, are accomplished efficiently, product stock loss/gain is maintained within the agreed limits,u00A0and daily inventory analysis and reporting for CNG stocks, consumables, spares for plant & equipmentu00A0etc are carried out on timely basis.
u2022 Management of developing, leading, managing, maintaining, and implementing CNG Operationsu00A0Standards, procedures and specifications of all operational activities ensuring that latest approvedu00A0technologies in line with best industry practices are applied and compliance with international standardsu00A0and established Company procedures, guidelines, and regulations.
u2022 Management of ensuring all safety precautions and following of PTW procedures prior tou00A0commencement of the work and rigidly adhering of all work instructions during all stages of the work atu00A0CNG Stations.
u2022 Remaining fully conversant with all international developments in the field of Natural Gas, CNGu00A0technology and CNG Trailers Operations. Overall responsible towards Investigation, identifying,u00A0evaluating, benchmarking, and implementing best practice in CNG business.

Management of Maintenance:
(LPG plants & facilities)

u2022 Maintenance and shutdown of Abu Dhabi & Al Ain LPG plants & ensuring that approved maintenanceu00A0procedures are followed by the concerned department in maintaining plant & equipment to ensure theiru00A0operational reliability, availability and optimizing facility utilization for the business requirements ofu00A0ADNOC Distribution.
u2022 Overseeing and monitoring implementation of predictive and preventive maintenance activities andu00A0repairs programs carried out by Maintenance Department to ensure reliability, availability and theu00A0integrity and safe operation of the plants.
u2022 Periodically reviewing to ensure that work permits are issued only by the authorized employees only after carrying out Risk Analysis and all safety requirements are met. Ensure that all these works are adequately /effectively supervised by the concerned plant authorized employees.

CNG Stations (Mother, Daughter & On-line):

u2022 Approving maintenance and shutdown of the CNG stations ensure that approved maintenanceu00A0procedures are followed by the concerned department in maintaining plant & equipment to ensure theiru00A0operational reliability, availability and optimizing facility utilization for the business requirements ofu00A0ADNOC Distribution.
u2022 Reviewing all operation and maintenance projects to ensure planning, organization and supervisionu00A0verify the completeness and ensure that facilities delivered are safe, reliable in view of different natures,u00A0diversity of each system, equipment & facilities and the complexity of the technology involved.

Management of new projects and expansion:

u2022 Up-gradation & development of Companyu2019s infrastructure and existing LPG and CNG facilities
u2022 Identifying & communicating the needs to Head Office for modifications and/or improvements to theu00A0CNG Operations facilities and review modifications, expansion projects, project costing etc.
u2022 Reviewing plantsu2019 modifications, expansion projects and other related proposals and coordinating withu00A0various departments, statutory bodies etc during the execution.
u2022 Ensuring proper commissioning of new equipment and re-commissioning of overhauled / repairedu00A0equipment in time to minimise downtime of equipment.
u2022 Coordinating and following up with EPD on the progress of any new projects concerning LPG and CNGu00A0Operations and ensuring that all the necessary support is provided at location for their timelyu00A0completion.
u2022 Participating in projects reviews like HAZOP, HSEIA, HAZID and Risk Assessment etc as and whenu00A0required.

Management of inventory (LPG):

u2022 Reviewing daily operations of the LPG plants to ensure that product storage, receipts and deliveries byu00A0pipeline and tank-trucks are accomplished efficiently & approved in Stock Accounting System.
u2022 Overseeing and monitoring that the product stock loss/gain is maintained within the agreed limits, dailyu00A0inventory analysis and reporting for LPG (Bulk & Cylinders) stocks, consumables, spares for plant &u00A0equipment etc are carried out effectively by the concerned employees of plants.

Management of distribution (LPG):

u2022 Ensuring preparation of Dispatch program and its execution by Team Leader, LPG Distribution in Al Ainu00A0and Abu Dhabi. Monitor and ensure that there is proper coordination with Sales Departments on urgentu00A0deliveries not covered in Dispatch program.
u2022 Ensuring follows up of sales orders and product delivery requirements from for the Service Stations,u00A0distributors, and bulk customers.

Management of distribution (CNG operations):

u2022 Overseeing overall process of distribution planning and management to ensure prompt delivery ofu00A0products to service stations and bulk customers as per requirements in coordination with Sales, Regionsu00A0divisions including preparation of daily distribution program, timely delivery and adherence to deliveryu00A0schedule, clearance of any pending/ urgent deliveries etc.
u2022 Deputing Team Leader or Senior Engineer as Authorizing Engineer for the CNG stations and CNGu00A0Trailers operations and maintenance related activities and participates in the development of nonroutineu00A0live gas operations procedures and provide support during emergency response situations.
u2022 Participating in Emergency and Incident as a key team member for effective accident investigation andu00A0assigning responsible employee/s for follow-ups for action and timely closeout of recommendation/s.
u2022 Attending and participating Project and Engineering related meetings as required.

Responsibilities towards HSE and emergency response:

u2022 Supporting an institution of HSE culture and ensure compliance with relevant HSE policies, procedures,u00A0systems & controls and applicable legislation and sustainability guidelines across the Section in lineu00A0with international standards, best practices and ADNOC Code of Practices.
u2022 All inter Company / outside correspondence. Coordinating with the concerned departments foru00A0implementing and reviewing plantsu2019 HSE functions including procedures, quality and work instructions,u00A0periodical plants auditing with regard to quality, safety and work productivity.
u2022 Implementing all operations trainings and recommend employees for job related HSE trainings tou00A0ensure that the personnel have been provided with adequate safety & fire-fighting training /exposureu00A0and effectively execute a designated role of the Crisis Management Team member in case ofu00A0emergencies such as fire mishap / emergencies etc.
u2022 Ensuring all safety equipment /facilities /systems (e.g. Gas Detection system, Fire Alarm System, Foamu00A0System, Firewater System etc) are functioning at all times and defects / abnormality are attendedu00A0immediately by Maintenance Team / Service Contractors immediately.
u2022 Reviewing and taking action on near miss situations, accidents & other unsafe incidents as per theu00A0prevailing procedures.

Management of Contracts:

u2022 Monitoring quality and progress of work performed by various contractors to ensure that work isu00A0completed as per company policies for technical, safety, quality and environment.
u2022 Identifying bottlenecks and recommending corrective action to ensure smooth and timely completion ofu00A0the project at optimum cost
u2022 Evaluating potential contractors and suppliers and their services for the various LPG & CNG servicesu00A0as required.

Other responsibilities:

u2022 Support in the preparation and review of CAPEX and OPEX for the Department. Studies and budgetsu00A0for new and modified machines and equipment as part of the five years plan.
u2022 Ensure that the tasks, such as manpower reviews, department logistics, following up on theu00A0performance of contractors, participating in Task Forces aimed at improving ADNOC Distributionu00A0business process, prepares a variety of statistical, activity and development reports are performed byu00A0the concerned employees well in time.
u2022 Planning and supervising initiatives to achieve assigned Balanced Score Cards targets. Directsu00A0preparation of the Operations / Maintenance Capital and Operating Budget and controls the expenditureu00A0to be within the approved budget provision.
u2022 As a SVP-O Leadership Team Member, responsible for participating in tasks, workshops, specialu00A0assignments and regular leadership meetings to ensure that ADNOC Distribution business process /u00A0targets / goals are achieved.
u2022 Ensure that liaison by concerned employees of LPG plants with external agencies e.g. HO, otheru00A0divisions / departments / locations, Contractors etc in respect of various day-to-day works / operations/ maintenance etc are managed effectively.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

u2022 Bacheloru2019s Degree Engineering (Mechanical, Chemical etc.) or equivalent engineering discipline.

u2022 12 years of experience in field of operations and supply chain related to downstream sector of Oil &u00A0Gas, including 5 years at managerial level.
