We're hiring: Manager – HR Planning Department

We're looking for an experienced HR professional to lead workforce planning for a well-established government organization in Dubai. You'll shape how the organization plans its people, from headcount and structure to career paths and Emiratization.

What you'll do:

• Lead workforce planning and forecast future staffing needs
• Develop and update the organizational structure and job classification system
• Drive Emiratization initiatives and set annual talent targets
• Build succession plans and career path frameworks
• Analyze labour market trends to guide hiring and development strategy
• Manage the annual headcount budget and track approved vs. vacant positions

What you need:

• Bachelor's degree in Human Resources, Business Administration, or a related field
• 7+ years of relevant HR experience
• Strong analytical skills and ability to work with workforce data
• Strong communication skills in English and Arabic
