3. JOB PURPOSE:

Lead and manage the HSE activities and support services, including Fire Services, of the plant in order to ensure that the HSE Management System is effectively implemented in all plant facilities, ensure quick and optimal response in case of a plant emergency and protection of personnel, environment and company assets.
4. KEY ACCOUNTABILITIES:
HSE Implementation and Management
- Contribute to the development and maintenance of the company HSE Policy, Objectives, Standards, and Procedures related to the plant in line with ADNOC Group Policies to adequately address company operations site specifics and to provide the basis for safe and environmentally friendly operations.
- Ensure the provision of HSE advice, expertise and training to enable plant personnel and contractors to comply with the requirements of the company HSE MS and develop competences required for sound HSE performance.
- Manage and facilitate the identification and evaluation of HSE hazards/risks for all Site activities, products and services and to develop Site-specific controls to manage and reduce these risks.
- Ensure the effectiveness of the HSE Plan implementation through periodic management review.
- Lead and manage the monitoring and reporting of HSE performance and incidents, ensure proper investigation of incidents and effectively communicate the lessons learned for availability of timely feedback on adherence to HSE policy and progression towards long-term goals and to coordinate effective corrective and preventive measures.
- Implement improvement actions from Level 1, 2 and 3 audits, HSEIA recommendations, drills and exercises, committee meetings, etc., monitor close-out progress and report on this.

Fire Services
- Manage plantu2019s fire services and act as an emergency response team member to advise for quick and optimal response in case of a plant emergency and protection of personnel, environment and company assets.
- Ensure regular inspection, testing and maintenance of plant and fire-fighting facilities, fire-fighting and fire protection equipment for fire/safety/hazards and provision of protective standby services for high risk site activities.
- Ensure training programs and the development of fire prevention, emergency preparedness / procedures, ensure implementation and compliance to appropriate preventative measures and procedures to minimize and control any potential fire risks and ensure care and maintenance of fire-fighting facilities.
- Direct and ensure the inventory management of fire & emergency equipment, consumables, chemicals and spare parts and ensure timely replenishment of stock to fulfil safety standards. Ensure mobile fire-fighting and rescue equipment including vehicles in a state of readiness.
HSE Coordination
- Manage the coordination with the HSE Division, to support the Management Review of the company HSE MS in the plant to ensure continuous improvement in HSE performance.
- Interact with Maintenance and Operations Team Leaders / Section Heads to insist the importance of HSE Line Accountability and demonstrate visibility and commitment.
- Coordinate with neighbouring OPCOu2019s on pooling of resources, mutual aid during emergencies, and idea sharing on HSE matters for the benefit of the organization.
Operational Plans
- Develop consistent and realistic long and short term operational plans for the Department in line with the Division objectives and manage the implementation of the approved long and short term plans and ensure they are effectively converted into its performance objectives to realise the Division Objectives and established service levels.
Budgets and Cost Control
- Develop and manage the Department annual budget in line with the Divisionu2019s business objectives and operational plans ensuring that adequate funding provision is made for all Department activities.
- Monitor expenditure against approved Department budget on a regular basis investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.
Policies, Systems, Processes & Procedures
- Develop and implement appropriate Department policies, processes, systems, standards, procedures and internal controls, Company guidelines in order to support execution of the Divisionu2019s work programs in line with Company and International standards.
Performance Management
- Contribute to the development of the Divisionu2019s KPIu2019s and ensure proper cascade of the Performance objectives within the Department and establish monitoring mechanisms to ensure delivery of these objectives and promote a performance driven culture.
- Manage the implementation of the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines.
People Development
- Develop knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDPu2019s), Succession Planning and Talent pipeline within the Department in coordination with the Human Capital to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.
Organisation Structure and Development
- Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.
Risk Management
- Contribute and support establishment of a Corporate Integrated Risk Management System within the Department, while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the Department.
- Communicate corporate business ethics and Companyu2019s Code of Conduct to employees within the Department and ensure compliance to the Corporate Policies and guidelines.
Innovation and Continuous Improvement
- Promote an organisation culture that encourages innovation, enhances employee motivation and supports initiatives for implementation of Change Management to continuously improve the Department operations and services.
- Recommend improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards in order to define intelligent solutions for issues confronting the Department.
Health, Safety, Environment (HSE) and Sustainability
- Support the institution and implementation of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
- Ensure adequate HSE training and induction for all Department employees to meet HSE standards.
Management Reports
- Ensure that all Department MIS and progress reports are prepared to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.
5. COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal
- Regular contacts with VP (Habshan & Bab) and SVP (Operations) on HSE related matters.
- Regular contacts with all departments within the Plant and employees at all levels on HSE related matters.
- Regular contacts with Operations Department of other sites on matters related to the Department (coordination, liaison, discussion, sharing best practices).
- Regular contacts with HQ (HSE, Operations Excellence, Projects, Engineering & Technical Services) on HSE related matters.
External
- Regular contacts with personnel of adjacent sites and industries and third parties on HSE related matters (coordination, liaison, negotiation):u00A0 ADNOC Group Companies Vendors, Products Consumers, Contractors, Service Providers.
6. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
- Bachelor Degree in Science/ Engineering or equivalent.
Minimum Experience & Knowledge & Skills
- 12 years of experience in Health, Safety and Environment and Fire Services in gas plant or refinery operations, including 6 years of supervisory experience.

- Working knowledge in HSE-MS, environmental emission and discharges, incident command system, incident investigation by using tools (example : Tripod Beta /FTA/ TAP ROOT), HSE auditing techniques, HEMP, radiological safety, Industrial Hygiene, and Gas Dispersion Modelling, Explosion Indices and ISO 14001:2004 and OHSAS 18001.
Professional Certifications
- Professional certificate in HSE and Fire & Safety Management Systems.
