We are seeking a highly experienced and strategic HSSE Leader to drive the organization's Health, Safety, Security, and Environmental agenda across multiple operations in the UAE. This role is pivotal in shaping HSSE strategy, ensuring regulatory compliance, strengthening governance frameworks, and embedding a strong safety culture within a fast-growing manufacturing environment.
Responsibilities:
- Lead and drive the overall HSSE strategy aligned with business objectives and UAE regulatory requirements
- Ensure full compliance with Dubai Municipality (DM), Dubai Civil Defence (DCD), UAE Fire & Life Safety Code, NFPA, OSHA, and ISO standards
- Establish and continuously enhance HSSE policies, procedures, and governance frameworks
- Oversee HIRA and JHA processes to proactively identify and mitigate risks
- Monitor and improve key safety metrics (ASR, AFR, TRIR)
- Lead incident investigations, root cause analysis, and corrective/preventive actions
- Conduct safety audits, inspections, and compliance reviews across operations
- Drive behavioral safety programs and strengthen organizational safety culture
- Manage emergency preparedness, crisis response, and evacuation planning
- Ensure effective management and communication of MSDS across all sites
- Lead environmental and sustainability compliance initiatives
- Develop and lead the HSSE team, including capability building and workforce planning
- Collaborate with internal stakeholders, contractors, and external regulatory authorities
- Ensure workforce training and awareness on HSSE standards and best practices
- Stay updated on regulatory changes and ensure timely implementation
Desired Candidate Profile :
- Bachelor's degree in Engineering / Environmental Science (Master's preferred)
- Certifications: NEBOSH Diploma / OSHA / IOSH / ISO Lead Auditor
- 10+ years of HSSE experience, with 3–5 years in a leadership role within FMCG / manufacturing / industrial sectors in UAE/GCC
- Strong knowledge of UAE HSE regulations (DM, DCD) and international standards (NFPA, OSHA, ISO 45001, ISO 14001)
- Proven expertise in risk assessment, incident investigation, and compliance management
- Demonstrated leadership and stakeholder management capabilities
- Strong analytical mindset with data-driven decision-making skills
- Track record of improving safety performance and embedding a strong safety culture
