Job Purpose
Drive investment and PPP contracting to maximize returns and protect the Authority's interests. The role is responsible for managing investment, leasing, and PPP contracts, supporting contract lifecycle governance, leading negotiations, reviewing claims and disputes, and ensuring compliance with policies, procedures, and risk requirements.
Key Responsibilities
- Develop and implement strategies, policies, and procedures for investment, leasing, and PPP contracts
- Review contracting applications and recommend suitable contracting approaches to safeguard the Authority's interests
- Evaluate financial offers, negotiate with companies, and recommend awards to maximize financial returns
- Provide contractual support during implementation and coordinate with concerned departments
- Review claims, time extensions, variation orders, and dispute settlement requests
- Manage contract renewals, re-tenders, bids, auction analyses, award letters, and contract documentation
- Coordinate bank guarantees, insurance requirements, and contractual risk provisions
- Lead complex negotiations and advise on contractual risks
- Conduct market research and benchmarking to support pricing, category planning, and negotiation strategies
- Strengthen governance, compliance, lifecycle reporting, and budget monitoring for investment contracts
- Improve contract processes through digital tools, automation, analytics, and secure digital contracting practices
Education and Experience
- Bachelor's or Master's degree in Law, Finance, Economics, Business, Civil Engineering, or Industrial Engineering.
- Minimum 12 years of relevant experience with a Master's degree, or 14 years of relevant experience with a Bachelor's degree.
